organisations, activists, social movements and their supporters.
supervise the Organisation, implementation and coordination of Programmes and
sponsorship activities in the cluster in line with the 5th strategy paper and
other Organisational policies this role is expected to lead strategic relationships
and ensure adequate representation of AAU within the district among relevant
government offices, CSOs and other stakeholders’ critical spaces
Implementation, Management and Coordination
- Set the direction and tempo in the implementation, management,
coordination and reporting on the performance of the Cluster - Support the thematic area manager in the planning and budgeting
processes of the cluster in line with AAU planning guidelines. - Implement the Programmes, projects, and activities under the
guidance of the thematic managers - Train and mentor Cluster teams, LRP and partners in strategy
development and implementation processes - Coordinate and hold meetings on plans and budgets with partners,
Cluster teams and LRP; review their plans & budgets; and, give input
and feedback to enable them consolidate those plans and budgets - Coordinate the consolidation and submission of Cluster, partner and
LRP plans and budgets. - Participate in national level orientation meeting for the
development of Country strategic plans and Local rights strategies.
Mobilisation and Fundraising
- Identify funding gaps within the Clusters, develop fundraising plans
and mobilise resources in line with 5th strategic Paper and funding strategies - Identify, document and prioritise funding gaps in the Cluster(s)
- Support the development of the Cluster(s)/LRP Programme led funding
planning tables - Collect and compile data to support the development of fundraising
proposals; develop and submit concept papers and project proposals for the
identified funding gaps - Participate in training in fund raising organised by AAU
- Provide responses and feedback to information gaps requested by
donors and the thematic area manager - Mentor/ build capacities of Cluster /LRP staff and partners on
concept paper/ project proposal development - Submit reports to the thematic area Programme Manager on the
progress and performance of projects
Expenditure Management
- Manage Organisational resources in line with Organisational
policies, systems, procedures and statutory requirements - Review budgets and accountabilities for coding, accuracy,
completeness, authenticity and approve - Approve and review accountabilities from staff for coding, accuracy,
completeness and authenticity against approved budgets - Review and approve bank reconciliations, vehicle reports, generator
reports fuel reconciliations, financial reports and stores requisitions - Develop / review and sign contracts with service providers in
consultation with the thematic area manager - Verify and approve payment requisitions and sign cheques
- Prepare and participate in internal and external audit processes and
exit meeting as may be required and, implement audit recommendations
Coalitions
- Build and nurture networks, coalitions, and relationships with
relevant stakeholders at LRP Clusters. - Ensure AAU’s visibility in critical spaces at district and regional
level - Plan for, hold, document and share meeting outcomes with partners,
coalitions and networks - Build capacities and link coalitions, networks and strategic
alliances to district, sub-regional and national levels - Build technical capacities of partners and LRP in consensus
building, strategic planning, monitoring, documenting and reporting - Participate in local government processes, and sector working
groups, events planning and coordination meetings both at regional and
district levels - Identify policy issues affecting rights holders within the LRP,
Partners and Cluster(s) and share with thematic area Programme Managers - Implement policy and advocacy Programmes in consultation with the
Programme Manager in Liaison with the Policy Analyst to address policy and
poverty issues in the cluster and LRPs - Represent AAU in relevant fora at regional and district and
sub-regional levels - Capacity Building of Partners
- Guide the development and implementation for Partners Capacity
Building plans in accordance with set guidelines and Country Strategy
Paper priorities - Facilitate in the assessment, development and execution of partner
capacity building plan to ensure effective delivery of Programmes - Provide management support in the review and implementation of
policies, frameworks and guidelines for partner capacity building. - Ensure effective monitoring and reporting on the progress of partner
capacity building interventions. - Coordinate the periodic impact assessments of capacity building
interventions to enhance learning. - Review TORs and guide the identification, recruitment, deployment
and reporting on people for change 5th Strategy paper Programmes - In collaboration with HROE Director, coordinate with TCDC and other
relevant training institutions to execute the capacity development plans.
Activities
- Coordinate and implement child sponsorship activities within the LRP
in line with Sponsorship Policy and communication guidelines - Comply with the AAU standards for effective child sponsorship
message collection processes and ensure they are diligently delivered - Consolidate and share child sponsorship communication plans
- Mentor / train staff and partners on child sponsorship mechanisms in
liaison with the sponsorship coordinator - Follow-up and report on staff and partners’ adherence to child
sponsorship communication plans - Coordinate, support and quality-assure the process of generating
child profiles, message collection, photo updates and response to queries
from supporters in line with sponsorship policy and communication plans - Review child sponsorship reports and community newsletter
communication before submitting to the sponsorship unit - Coordinate the development, sharing and implementation of
sponsorship communication plans - Coordinate implementation of invigorating child sponsorship (ICS)
and RAM model in the LRP Clusters
Management Of Donor-funded Projects
- Coordinate and manage donor funded projects at LRP cluster level and
ensure accurate and timely reporting as per the predefined project
requirements - Track and report on progress in the implementation of donor
contracts and MOUs - Participate in the preparation and submission of donor reports
- Review, in liaison with the Cluster Finance Officer, the project
expenditure for proper coding, budgetary verification and document
necessary remedial actions
and Staff Management
- Supervise, motivate, coach and build the capacity of in line with
the HR policy and other Organisational procedures - Set, agree and document staff performance targets and work plans
- Lead the assessment and consolidation of the staff capacity building
needs for planning and collaboration with other units - Plan, coordinate and hold unit staff meetings
- Manage and report on staff performance as per set targets
- Conduct staff planning and inform HR office in time
- Conduct and provide staff appraisal reports to HR office
- Mentor, coach and inspire staff in Programme theme and cluster
- Prepare, communicate and manage unit staff leave schedules and
maintain updates on unit staff files - Create and foster an enabling environment for staff performance,
recognition and reward for good performance - Facilitated the induction process for new staff in line with AAU
induction procedures and guidelines - Monitor compliance of the unit team to Organisational policies and
promptly any breaches - Ensure Audit recommendations are promptly followed up and enforced
- Respond to keep track of and report on information needs and queries
from cluster and LRP staff about Organisational policies and procedures - Review accountabilities from unit staff for completeness and
conformity to Organisational policies and accuracy
- The applicant for the ActionAid Cluster Coordinator job placement
must hold a Bachelor’s Degree in Development Studies, Public
Administration, International Relations and diplomacy, Law, Social Sciences,
Human Rights or related field from a recognised institution - A relevant post graduate qualification and training in Human Rights
Based Approaches, Project Planning and Management; Organisational
Development is an added advantage. - At least six years of similar work experience three of these should
have been at coordination level in a reputable organisation. - Experience of not less than three years implementing and/or
coordinating Programmes in any one of the thematic areas of the current
country strategy paper - Previous experience working with community transformative Programmes
