Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.

Job Summary: The Assistant Output Budgeting Tool (OBT)
Officer will primarily ensure timely preparation and submission of budget
reports, quarterly performance reports, work plans in the format that is
acceptable to the Offices of OPM, MoFPED, MEMD, NPA and Development partners

Key Duties and Responsibilities:
- Collect and analyze data relevant for planning and budgeting
purposes. Participate in the preparation and formulation of REA budgets
and programs in line with national strategic objectives. - Coordinate, prepare and formulate REA’s BFP; MPS with clear
achievable work plans and programs in line with National Strategic
Objectives through developing sector goals, outputs, performance
indicators and performance targets in the format that is acceptable to the
Offices of OPM, MoFPED, MEMD, NPA and Development partners. - Consults with Department and unit heads to ensure adjustments are
made in accordance with program changes in order to facilitate longterm
planning. - Provide support to the coordination of Monitoring & Evaluation
activities for all Rural Electrification projects by preparing Quarterly
and Annual Performance Reports through the Program Based Budgeting
System(PBS) - Ensuring that the REA budget is compliant to all the terms and
conditions of all stake holders especially MoFPED, MEMD, OPM, etc. - Undertaking monitoring and evaluation of economic and budget issues,
and producing economic and budget analytical and performance reports. - Ensure that REA’s PBS is up-to-date with the statutory requirements
and Agency data. - May represent the Agency in different internal or external Budget
meetings from time to time. - Carry out any other duties as assigned by the supervisor.
Qualifications, Skills and Experience:
- The applicant must hold an Honours Bachelor’s Degree in Economics,
Statistics, Commerce or Business Administration from a recognized University.
- A minimum of three (3) years working experience obtained from a
reputable organization doing the same role. - Experience working in government agencies will be an added advantage
- Computer literacy skills
- Knowledge of the energy sector, budgeting for government programs/
projects is an added advantage. - Experience in using government budgeting systems (PBS) is a key
requirement.
