Monitoring, Evaluation and Learning Coordinator
International Fertilizer Development Center (IFDC) has focused on increasing
and sustaining food security and agricultural productivity in over 100
developing countries through the development and transfer of effective and
environmentally sound crop nutrient technology and agribusiness expertise. IFDC
enables smallholder farmers in developing countries to increase agricultural
productivity, generate economic growth and practice environmental stewardship
by enhancing their ability to manage mineral and organic fertilizers
responsibly and participate profitability in input and output markets.
Officer will support the implementation of the routine Monitoring Evaluation
& Learning Plan (MELP) and data collection systems for measurement of the
overall REACH project performance, learning and improvement. The MEL officers
will support the development and monitoring of the results chains developed
with the private sector partners including but not limited to; development of
data collection tools, data collection and management, electronic system
management, quality assurance methods and analysis plans. He/She will work with
the MEL Coordinator to monitor and evaluate progress on achieving project
outcomes vs. targets at field level, to the end of enabling management, donors
and partners to make vital adjustments to maximize project effectiveness. The
position will support in ensuring measurement plans for each of the
interventions are properly updated in line with the DCED standards. He she/
will also ensure the M&E system has an in-built learning component that
will ensure relevant learning products are developed to ensure continuous
learning in the project.
- Support the development of results chains and measurement plans for
private sector partners - Support the implementation of the M&E related initiatives e.g.
data systems, tools, reporting templates, procedures, guides in line with
data needs. - Supervise regular data collection through private sector partners
and ensure quality of the data by random verifications and validations. - Contribute to planning and execution of baseline, annual surveys,
semiannual reviews, and impact evaluation studies at household level - Support in the development of intervention data bases and update
data regularly - Ensure the accuracy and consistency of data entry into the project
database - Assist in maintenance of data storage and data quality in line with
the measurement plans for interventions. - Provide routine data and other project information as required to
facilitate learning and refining project interventions. - Participate in monitoring activities to ensure implementation of the
intervention plans in line with the results framework. - Support technical reporting according to defined reporting schedule
and writing regular monitoring and technical reports as required. - Assist the M&E Coordinator in Building capacity of IPs in data
collection, analysis and reporting. - Ensure that implementation of field activities adheres to the
M&E framework of the REACH project; Assure quality of trainings and
other activities delivered by local partners and compose reports of
observations and recommended actions.
- The ideal candidate must hold a Bachelor’s Degree in Population
Studies, Statistics, Quantitative economics, Agricultural economics,
Business Statistics, Economics and other related fields from a recognized
university. - Additional training in M&E is an added advantage.
- At least three years of relevant field experience in M&E
preferably in agriculture/agribusiness/market systems projects. - Familiarity with DCED standards and advantage.
- Proven experience in use of gender- and youth-related monitoring
tools. - Experience with the implementation of real time data collection
methodologies employing mobile phone apps is an added advantage. - Extensive experience in survey design and expertise in data
collection and analysis, knowledge and experience with management
information system software, statistical software such as SPSS, Excel,
STATA, ACCESS and data visualization. - Experience in capacity building of partners and staff in basic
M&E. - Excellent verbal and written communication skills in English,
including the ability to present materials in meetings, at conferences and
to write project documents (including evaluation design plans, results
frameworks, data collection and data analysis plans, and progress reports) - Ability to work well a multi-disciplinary team, good interpersonal
skills, is attentive to detail
