Business organization open to all registered small scale industries in Uganda.
Initiated in 1979, its major purpose is to enhance the industrial development
of small scale industries in the country right from the grass root level.
Currently it has sub offices in over 25 districts countryside mainly in the
southern central, easterner and western region.
Job Summary:  The Voluntary Savings & Loans Associations
Coordinator will educate and mobilize members on the importance of savings, and
financial services. The Coordinator will lead the formation of Membership Savings
and Loans Associations (VSLAs), train them and inspire members to invest in
potential business in their communities. The Coordinator will develop guiding
materials, facilitation the support with starting kits, disseminate and
facilitate linkages and monitor the graduation process to microfinance
institutions.
Key Duties and Responsibilities: 
  • Actively participate in the program
    review, design and implementation plans to identify the savings history
    including and barriers in the country;
  • Conduct training workshops to identify
    appropriate savings and credit models;
  • Facilitate formation of savings and
    credit groups to successful groups (including cash box, constitution,
    election of office bearers and key/box holders);
  • Promote savings models within the district
    and develop savings and credit module materials including training
    methodology for community savings facilitators;
  • Conduct awareness-raising with community
    and key stakeholders on savings and credit model;
  • Ensure quality in the roll out of the
    Savings group (VSLA) model and oversee, guide and provide technical
    support to VSLA Field Officers;
  • Ensure tracking of VSLA group
    performance through a computerized system in collaboration with the
    national office MIS officer/Administrator;
  • Conduct exposure visit of new savings
    groups to successful groups;
  • Attend savings groups meetings and
    provide advice as appropriate and participate in review;
  • Contribute and participate in the
    mid-term and term evaluation of the savings and loan groups (Effectively
    document all information related to project successes and best practices,
    create a bank of pictures, videos, and most significant change stories on
    the project in the selected sectors, and document and report initial
    market assessment findings;
  • Support the M&E officer in baseline
    and evaluations of the project and support the Finance officer in project
    budget management
  • Identify and build strategic linkages,
    relations, collaborations and networks with partners and other
    stakeholders in implementation as well as ensure CORE Project activities
    are integrated or synchronized with ongoing USSIA and government
    interventions (MoGLSD) so as to ensure sustainability and avoid
    duplication.

Qualifications, Skills and Experience: 
  • The applicant must hold a bachelor’s
    degree in marketing, economics, business or related fields;
  • Three years of experience working with
    financial sector;
  • Strong experience in Networking and
    ability to foster partnerships with community and/or Government
    agencies/organizations and groups;
  • Report writing skills, Strong group
    facilitation and training skills, Financial Management skills;
  • Knowledge of community development,
    empowerment and mentoring approaches;
  • Demonstrated experience in community
    economic development and management (own business or by providing business
    development services);experience with small business financing, market
    analysis and market research
  • Good oral & written communication
    skills of both English and Luganda as well as networking skills;
  • Ability to construct, interpret,
    critique budgets and track expenditure; strong financial/budgeting skills;
  • Excellent knowledge of English with
    proven ability to communicate in English (spoken and written) in a clear
    and concise manner. Knowledge of other local languages (Luganda and
    Swahili) is an asset.
