Uganda
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
- The Education Response Plan Coordinator will provide technical
leadership and facilitate the processes that will ensure a
well-coordinated, coherent, strategic, and effective education response
for refugee and host communities (education response) by a mobilized and
adequately resourced group of agencies, organizations, non-governmental
organizations, local communities, etc. and assist the Government of Uganda
and local authorities in education response planning and strategy
formulation. - The incumbent will also coordinate the work of the ERP Secretariat
that will be established within the Ministry of Education and Sports
(MoES), and will be guided by the decisions of the ERP Steering Committee - The ERP Coordinator will also keep the inter-agency EiEWG lead
agencies (UNHCR and MoES) appraised of strategic issues through regular
meetings. He/she will work closely with the UNHCR and MoES leads of EiEWG
at the national level, and with the EiEWG leads in the settlements across
Uganda. He/she will also liaise and coordinate with all other stakeholders
for the implementation of the ERP - Develop a structure for coordination for the ERP, building on the
existing EiEWG and ensuring linkages between the Steering Committee,
concerned government agencies, local government offices, relevant committees
and units within MoES, relevant humanitarian and development actors,
existing coordination systems at national, district, and refugee
settlement levels including the Education in Emergencies Working Groups,
relevant bodies within the MoES, and the CRRF Secretariat - Work with appropriate humanitarian and development coordination
mechanisms and contribute to the work of the EiEWG at national and
sub-national levels. - Work closely with other sectors, humanitarian and development
actors, government counterparts and relevant authorities to create
linkages between humanitarian and development coordination mechanisms in
the districts and at national level, facilitating the transition from
humanitarian assistance to longer-term development efforts - Liaise with all relevant stakeholders, including the EiEWG leads in
the settlements, local government offices and the various committees and
units established within the MoES to support MoES overall leadership of
the ERP. - Consolidate progress updates on implementation of the ERP including
achievements and gaps, and prepare related reports and periodic updates
for dissemination to relevant stakeholders. Work with the EiEWG and the
M&E specialists in the Secretariat to give direction and guidance to
district and settlement level actors/ coordinators regarding their
planning and proposal developments - Ensure coordination for all ERP implementation
- Ensure that response plans and associated implementation
arrangements take into account dimensions related to gender, protection
and equity - Provide technical inputs into the financial aspects of joint
response plans, both in terms of costing and budgets and in terms of
support to financial management mechanisms to be used during
implementation - Provide assistance in the area of information management and
monitoring and evaluation for the ERP.
- National monthly coordination meetings, minutes posted on Uganda
Refugee Portal. - Minimum of monthly coordination meetings in all settlements, minutes
posted on Uganda refugee portal - Termly gap analysis conducted (through partners and settlement level
EiEWG meetings). Gap analysis uploaded into Uganda Refugee Portal and
Education status reports produced - Education sections of Refugee Response plan completed in timely
manner - Evidence of interaction with other sectors through attendance of
interagency and intersectoral meetings - Attendance of Education and Sports Sector Strategic Plan (ESSP)
meetings - Mapping of capacities of staff and government and non-government partners
through survey tools - Develop/ adapt and implement relevant International Network for
Education in Emergencies (INEE) training. Produce training materials and
reports - Quarterly updates of data with information management (IM) team.
- Evidence of regular (bi-monthly), well presented updates shared with
EIE Working Group in Kampala and at District/Settlement level. - Evidence of a robust coordination system established which
facilitates the roll out of the ERP and information sharing between
relevant agencies and actors. - Evidence of coordination and oversight of the M&E personnel and
their work outputs. - Evidence of participation and technical input to planning and
budgetary considerations.
- The ideal candidate for the United Nations UNHCR Education
Response Plan Coordinator job placement should hold a University degree in
areas of education, teacher education, primary & secondary education,
special education, education strategies, education economics, early
childhood development (ECD), early childhood education or related field is
required. - Graduate degree (equivalent of a Master) or Doctorate degree are
also accepted. Work experience - A minimum of five years of professional work experience, two of
which should be in direct education emergency experience is required - Technical experience and knowledge in the area of education in
emergencies response is required, including coordination, capacity
development, education planning, refugee/IDP education, monitoring and evaluation
or information management is required.
