of international and armed conflicts i.e. the wounded, refugees, civilians,
prisoners and other non-combatants.
Job Summary:   The Restoration of Family Links (RFL) Project Officer (West Nile)
will be responsible for implementation of the RFL Programme in the respective
Refugee Settlements/Branch Offices. The position will also be responsible for
supervising the RFL Focal Persons, RFL Assistants in the Refugee
Settlements/Branch Offices.
Key Duties and Responsibilities: 
  • Offer timely technical support to all the RFL Focal Persons and
    Volunteers in the West Nile Operation;
  • Supervise and guide the RFL Programme Staff and Volunteers in West
    Nile Operations
  • Prepare and submit personal work plans for activities to the RFL
    Programme Management and Branch Manager;
  • Ensure that clients requesting for Red Cross Restoring Family Links Services
    are adequately informed about the existing services;
  • Prepare and submit to the RFL Programme Management and Branch
    management updates and other situational information arising from the
    settlement;
  • Ensure that the different RFL services are available for clients who
    need the services;
  • Ensure that the RFL phone services are available for clients in
    need;
  • Ensure that the RFL phone service is well monitored and guidelines
    adhered to;
  • With support of the URCS teams, conduct RFL dissemination to
    targeted audiences;
  • Receive, collect and deliver Red Cross Messages (RCMs) within the
    Settlement or where requested outside of the settlement;
  • With notice of the Programme Management, participate in Child
    protection meetings at settlement level and other operational coordination
    meeting;
  • Submit weekly statistics to the Programme Management and Branch
    manager for internal reporting and a detailed report at the end of the
    month;
  • Regularly follow up all existing RFL caseloads within the
    Settlement;
  • Update the individual RFL activity monitoring tools at the
    settlement level;
  • Identify and conduct registration and follow up of Unaccompanied
    Minors;
  • Provide psycho-social support to clients seeking RFL services;
  • Ensure proper and safe custody for all assets received for the
    discharge of RFL services;
  • Carry out emergency tracing services whenever called upon;
  • Handle other duties as assigned by the RFL Programme Management or
    Branch Manager

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a Bachelors’ Degree in Social
    Sciences, Education, Organizational Psychology, Human Resource
    Management,  Law or a related field
    from a reputable institute;
  • Post-Graduate qualification in Project Planning & Management,
    Public; Administration, HR Management or a related field will be an added
    advantage;
  • At least three years of experience implementing Restoration of
    Family Links activities; 
  • Knowledge of the local languages in the communities of operation is
    an asset to the potential candidates;
  • Understanding of Disaster Management and  related consequences
  • Core Competencies and knowledge           
  • High level of integrity;
  • Knowledge of Computer packages like word, Excel, PowerPoint is a
    MUST;
  • Report writing and time management is essential for the applicants;
  • Planning and organising;
  • People management skills – team building and delegation;
  • Diplomacy and Confidentiality;
  • Experience of public speaking and/or working with the media.
  • Ability to ride a Motorcycle is a MUST
