healthcare and education for people living in rural areas as well as promoting
skills development for youth.
Job Summary:  The Project Manager – Lokere Catchment Project
will be responsible for the implementation of the project via the project staff
and key stakeholders such as the Ministry of Water and Environment, Lokere
Catchment Management Committee, Local Government on District, Sub-County,
Parish and village level, NGOs, CBOs and local initiatives, as well as
traditional leaders and the target population. The jobholder will also organise
capacity building of local stakeholders, in particular the Catchment Management
Committee. The incumbent will coordinate the project activities with
stakeholders above, the management of other Welthungerhilfe projects operating
in Karamoja, and other NGOs working in the same sectors. 
Key Duties and Responsibilities: 
  • Leading and guiding the project staff
  • Control of the project budget according
    to budget lines
  • Support in decision-making and planning
    processes of the Lokere Catchment Committee and Sub-Committees, and the
    monitoring of the implementation of such decisions
  • Planning and supervision of training
    activities and the subsequent implementation and replication of the
    training content
  • Timely planning and supervision of
    procurements
  • Appropriate planning and implementation
    of monitoring activities
  • Evaluation of the monitoring results and
    their transformation into recommendations and lessons-learnt
  • Timely drafting of ad-hoc-, progress and
    final reports to the donor and the stakeholders; the regular information
    of the stakeholders about project achievements and challenges
  • Supervision and appraisal of staff
    performance.

Qualifications, Skills and Experience: 
  • The ideal candidate for the
    Welthungerhilfe (WHH) Project Manager – Lokere Catchment Project job
    placement should preferably hold an advanced qualification in Development,
    social sciences, water engineering, economics or a related field;
  • At least six years of experience in
    responsible positions in complex, multi-sectorial projects, preferable
    including in water catchment management, watershed management,
    environment, institutional capacity building or WASH;
  • Experience in strategic planning and
    consultancy to governmental institutions,
  • Experience with project cycle management
    using tools like log frame, budget and time plans, cost control;
  • Excellent social skills to interact
    conveniently on macro-, meso- and micro levels, from Ministry officials to
    small subsistence farmers;
  • Understanding of the specific historic
    and cultural conditions and traditions of Karamoja and/or other
    agro-pastoral communities in Central and East Africa;
  • Experience with the leading of
    multi-disciplinary project teams;
  • Flexibility and availability to travel;
  • Readiness to take residence in Karamoja
    during the contract duration;
  • Excellent command of the English
    language (negotiations, contracting, report-writing, presentations);
    proficiency of Ngakarimojong would be an asset;
  • Computer skills (Microsoft Office,
    Internet).
