About US:
The Uganda Refinery
Holding Company (URHC) is a Private Limited Liability Company incorporated
under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda
National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf
of UNOC, interest in the refinery project planned to be developed in Kabaale,
Hoima District and its associated infrastructure. URHC has also been given the
mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based
Industrial Park (KIP).

Job Summary: The Pipeline Project Officer will be
responsible for representing UNOC/NPC in the process of developing and
operating pipelines and related facilities.

Key Duties and Responsibilities:
- Participate in the planning, design, construction and operation of
pipelines and their integrated facilities. - Monitor and advise on technical and commercial aspects of pipeline
projects. - Ensure compliance to international and national standards through
the project Engineering, Procurement and Construction (EPC) processes. - Participate in pipeline projects delivery in relation to planned
schedules, resources and budgets. - Analyse projects data and generate related reports to inform
efficient projects implementation. - Prepare specifications, guidelines and procedures for monitoring and
reporting on pipeline projects. - Participate in the development of standard operating procedures
(SOPs) for pipelines and carry out research on pipelines development and
operations. - Participate in negotiation and management of contracts for pipeline
projects. - Maintain records for pipelines and related infrastructure, including
studies, engineering designs, as-built records, and maintenance and
operations records. - Perform any other duties as may be assigned from time to time by the
Supervisor.
Qualifications, Skills and Experience:
- Bachelor’s Degree (Hons) in Mechanical Engineering or equivalent,
from an internationally recognized University; - A Master’s Degree in Engineering, Project Management, Business
Administration, or relevant professional qualification, will be an added advantage; - At least three (3) years working experience in execution of
projects, monitoring and evaluation, cost control, or supervision, in a
reputable organization; - Familiar with either of design reviews, cost control, logistics
processes, contracting, or development of infrastructure projects; - Demonstrable orientation to learning, innovation and team work.
