The Uganda Refinery
Holding Company (URHC) is a Private Limited Liability Company incorporated
under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda
National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf
of UNOC, interest in the refinery project planned to be developed in Kabaale,
Hoima District and its associated infrastructure. URHC has also been given the
mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based
Industrial Park (KIP).

Job Summary: The Contracts and Procurement Manager will be
responsible for the monitoring, coordination and the implementation of the UNOC
Procurement & Disposal initiatives to ensure the sufficient provision of
goods, services and works to facilitate operations of UNOC and its
subsidiaries.

Key Duties and Responsibilities:
- Prepare annual procurement plan for all UNOC business functions and
its subsidiaries. - Lead the implementation of procurement policies and system
strategies to support tendering, contracts management, spend analytics and
supplier performance management. - To provide advice and support to the business procurement matters
by; obtaining procurement requests, determining appropriate procurement
methodology, preparing purchase orders and facilitating approvals. - Maintain UNOC’s supplier database through pre-qualification,
development of new vendors and maintain a duly approved supplier list
approved by the contracts committee and registered with the Petroleum
Authority of Uganda. - Execute the procurement plan and protect shareholder value and
ensure UNOC gets value for money - Participate and lead contract negotiations with support from legal,
user departments and independent technical expert if required - Ensure that national content regulatory requirements are observed in
the evaluation and award of contracts. - Maintain and archive records of the procurement and disposal process
(statements of requirements, bid documents, media placements, approved
contracts etc.. ) - Ensure compliance with the regulatory framework and periodic
reporting to governing authorities. - Add value to business in terms of identification of areas of cost
reduction and optimization. - To initiate, develop and manage medium and long-term contracts in
cooperation with Business and Functional Managers and ensure compliance
with the terms and conditions specified in the contracts. - Manage the development of direct reports and ensure that their objectives
are in line with the broader company objectives. - To identify and address procurement training needs across the
organisation. - Any other duties as may be assigned.
Qualifications, Skills and Experience:
- Honours Degree in Procurement, Logistics, Economics, Business
Administration and Supply Chain Management or any other business-related
field. - Professional Membership to accredited procurement or supply chain
body such as CIPS, CPSM, CSCP - A minimum of eight years of working experience in handling procurements
at a supervisory level in a large organization. - Experience of tendering and managing high value contracts.
- High degree of integrity, professionalism and maintenance of
confidentiality. - Knowledge of Ugandan laws and good understanding of procurement
processes and controls. - Experience in oil and gas procurements shall be an added advantage.
