Project Coordinator
Uganda received financing from the International Development Association (IDA)
towards the cost of Uganda Reproductive Maternal and Child Health Service
Improvement Project implemented by the Ministry of Health. The Project
Development Objectives (PDOs) are to: (a) improve utilization of essential
health services with a focus on reproductive, maternal, newborn, child and
adolescent health services in target districts; and (b) scale-up birth and death
registration services.
will ensure that the project strategies and activities are directly linked to
the Project Development Objectives and outcomes as outlined in the Project
Appraisal Document, operations manual and results framework. This will be
achieved through review of implementation of the work plan, coordination of
data collection processes and preparation of periodic progress reports.
- Establish the Project monitoring and evaluation system and prepare
periodic project progress reports; - Guide the process for identifying and designing the key process
indicators for each component, to record and report progress of the
project. - Develop the overall M&E framework for the project including
annual project reviews, participatory impact assessments, process
monitoring, and evaluation. - Oversee the design and collection of data for baseline surveys and
needs assessment that may be required under the different components of
the project. - Conduct regular data quality audits on a sample basis to verify data
reported through the HMIS and specific activity reports. - Guide and supervise organizations that are contracted to implement
special surveys and studies especially those relating to monitoring and
evaluation, data management and verification services. - Ensure that all service provider contracts include specifications
for the internal monitoring required of them, the reporting systems and
the penalties for failure to report as specified. - Develop a plan for project-related capacity-building on M&E and
for any computer-based support that may be required. - Ensure that, in general, project monitoring arrangements comply with
the Project Grant and Financing agreements and, in particular, the
provisions of this agreement are fully observed including the scope of the
project/workplan, results framework, project implementation manual and
legal covenants. - Prepare for implementation support missions, verification and
support supervision visits across all components of the project including:
preparation of the necessary progress reports, supervision checklists,
requisition for funds and planning for the associated logistics. - Prepare project progress briefs for dissemination to stakeholders including
insertions in the media to keep the public appraised about progress of
project implementation. - Working closely with the RBF
specialist in extracting information from the District Health Information
System, quality assessments, and lead the process of analysing it for
progress reporting and for triggering RBF payments. - Work closely with NIRA to capture the relevant data from the civil
registration data base.
- The applicant for the Monitoring & Evaluation Specialist job
must hold a Bachelor’s Degree in Statistics, Social Sciences or Physical
Sciences and should have a Master’s Degree in Statistics, Monitoring and
Evaluation, Project Planning, Public Health, Development Economics,
Demography, or a related field. - A qualification in M&E will be an added advantage.
- Seven years of proven experience in: the design of M&E systems
and approaches and should be knowledgeable in M&E analytical tools. - Previous experience working with multilateral and bilateral
agencies. - Extensive knowledge of working with the Public sector in Uganda will
be an added advantage. - Demonstrate knowledge of the HMIS/DHIS2.
- Knowledge and experience in conducting data quality audits.
- Experience in facilitating learning-oriented analysis sessions of
M&E data with multiple stakeholders; - Computer skills including data processing, information analysis and
report writing and should demonstrate competence in SPSS, Stata, MS Word
and Excel. - Strong analytical, planning and organizational skills
- Excellent interpersonal skills, communication skills, both oral and
written. - Strong coaching and leadership skills.
- Ability to work under minimum supervision and meet strict deadlines.
- Demonstrated integrity and confidentiality in handling public
matters/resources. - Familiarity with government systems and procedures
- Familiarity with World Bank/ related multi-lateral or bilateral
agencies systems and procedures. - Computer knowledge and skills in MS Word, MS Excel and
internet/email is a mandatory requirement.
