the Government of Uganda in delivering the theme of its National Development
Plan.
Job Summary:  The Head of Project Preparation will provide
the whole range of services and implement all such activities that aim to take
prospective project ideas through the respective preparation cycle, right from
identification through concept design to commercial operations – including
feasibility testing, financial & legal structuring and capital-raising. The
jobholder shall be accountable for ensuring a vibrant and effective project
preparation function in the Bank.
Key Duties and Responsibilities: 
  • Work in close collaboration with the EXCO, set the strategic
    direction for the Bank in terms of pre-financing project feasibility and
    preparation.
  • In partnership with project owners, carry out pre-financing project
    feasibility and preparation. This may take the form of: Assistance towards
    structuring quality project business plans;  Conducting feasibility studies
    (technical, financial, cost- benefit analyses, etc.);  Project structuring/modeling
    (institutional, legal & financial); Frameworks for Legal, regulatory
    and policy compliance; Development impact structuring.
  • Select and provide appropriate Project Preparation Fund team(s) to
    undertake project preparation work to support UDB in generating a pipeline
    for financing and/or to support priority infrastructure initiatives.
    Typical preparation activities (per project identified) would include but
    not limited to: Availability and cost of input materials and energy
    sources; Comprehensive financial model with sensitivity and scenario
    testing; Availability of supporting infrastructure, logistics and communication
    links; Comfort with regard to the experience of project participants e.g.
    Management, contractors and operators; Adequate institutional arrangements
    in place to implement the project effectively; Identification of funding
    sources; Needs assessment; Socio-economic studies; Assessment of site
    suitability (e.g. environmental conditions, bulk services etc.); Land
    availability negotiations and agreements; Participation planning and
    preliminary design; Estimates for capital and operational costs and applications
    to funders or implementation partners; Identification of project risks and
    mitigation measures; Projects are well conceptualized and planned;
    Community, municipality, implementation partners; Legal/Regulatory
    environment (satisfactory legal diligence);
  • Ensure systematic and effective Project Preparation.
  • Ensure efficient application of resources (cash & staff) to
    project preparation.
  • Provide comprehensive reporting on the Project Preparation function,
    expenditure and formalized tracking of outcomes.
  • Actively contribute to internal and external knowledge sharing
    platforms, providing specialist inputs in areas of expertise
  • Demonstration of thought Leadership and a recognized expert in area
    of responsibility
  • People Management
  • Provide direction and management to the direct reports to enable the
    execution the strategy and manage their portfolios effectively.
  • Identify, Attract, retain, and develop top-caliber talent; and
    develop/maintain sufficient depth in all critical functions, thereby
    minimizing “key-man” risk.
  • Direct the development of work plans and budgets for direct reports;
    monitor and review performance against budget, taking corrective action as
    necessary.
  • Constantly and consistently review the competency and performance of
    all team members in the department, address any performance shortfalls
    and/or recommend/ implement, in conjunction with HR, appropriate
    performance enhancement interventions.
  • Provide continuous coaching and lead the implementation of each team
    member’s individual development plan.
  • Promote UDB values and culture of high performance in the Unit
  • Sign documents on behalf of UDB, in line with the respective
    delegated authority/mandate
  • Approve the unit’s spend and procurements in line with the authority
    mandate
  • Take lead on all project preparation activities/processes
  • Participate in the hire, and discipline of direct reports Recommend
    (to Board) relevant policy changes
  • Advise the Board (where necessary), the Managing Director and the
    Management on issues relating to project preparation.
  • Advise Board/Management on any related strategic issues

Qualifications, Skills and Experience: 
  • The applicant for the Uganda Development Bank (UDB) Head of Project
    Preparation career opportunity must hold a  good Bachelor’s
    degree in a related field of study (e.g. degree in any of the Engineering
    disciplines, Finance, Economics, Business, Banking or other related
    fields) from a recognised institution;
  • A related post-graduate qualification (Master’s degree)
  • A recognized Management or Leadership Program would be an added
    advantage
  • Experience in project finance modeling is essential;
  • At least five years of experience at a management or senior level,
    and with exposure/ability to manage a team of diverse professionals.
  • Development Finance expertise, Project Finance or Investment banking
    experience would be an added advantage     
  • Excellent Communication (oral & written) skills, including
    strong report and proposal writing abilities
  • Strong Analytical and problem -solving skills
  • Mastery of project financial modeling
  • Demonstrated knowledge of national and regional business trends –
    sound commercial awareness and business acumen
  • Ability to manage/work with multidisciplinary teams
  • Good interpersonal/relational skills
  • Ability to lead and create a motivated and energized team, with a
    focus on results based performance.
  • Proven capabilities in scoping & developing business
    opportunities
  • Excellent project management skills
