Director
of a world where everyone has access to safe water and sanitation. Our mission
is to transform lives by improving access to safe water, hygiene and sanitation
in the world’s poorest communities, WaterAid works with partners to maximize
its impacts for policy change/influence. WaterAid works through supporting
local organizations and government authorities to design low cost sustainable
projects using appropriate and affordable technologies that can be managed by
the community itself. WaterAid also seeks to influence the policy change
through government and other key international organizations to secure and
protect the right of poor people to safe, affordable water and sanitation
services.
role in the implementation of the overall country programme, ensuring an
integrated programme approach that adheres to international WAU standards and
policies. Reporting to the Country Director (CD), the Head of Programmes will
take specific responsibility for coordinating, managing and reporting on the
implementation of WAU’s programmes in accordance with donor proposals and guidelines
and for ensuring high quality programming through technical support and
effective monitoring and evaluation. Represent WAU to relevant external
stakeholders as necessary. S/he shall work across functional teams to
contribute WAU’s overall effectiveness and impact through participating in
various national and international forums/ platforms and initiatives in a bid
to have sustainable improvements in the provision of safe water, sanitation and
hygiene for the poor and marginalized in Uganda.
leadership
- With other members of the SMT, take a leading role in providing
strategic direction for the WAU programme including the implementation of
the country programme strategy for WAU and spearhead its implementation. - Lead programme integration creating innovative programme approach
and team culture for delivering programme with quality standards for
equitable, inclusive and sustainable WASH services. - Initiate, coordinate and lead WAU programming, planning, reviewing,
evaluating for adaptive programme management development ensuring it
delivers on WAU’s objectives envisaged in its business plan. - Responsible for producing strategic analysis and plans for programme
development, expansion or emergency response as may be needed - Represent WAU in relevant WASH or inter-sector meetings and other
programme-related coordination forums or workshops at federal or regional
level as deemed appropriate and maintain relation with other stakeholders.

- Oversees the development of program and project plans, to ensure
effective and timely implementation of the projects as per WaterAid
standards. - Develop, implement and embed a knowledge management system that will
ensure the sharing of knowledge across the program, in WAU in coordination
with the broader East Africa Regional Team. - Directs and coordinates external program engagement including
effective management of partnerships. - Accountable for the achievement of high standards with regards to
M&E systems and provide oversight and support to managers and
dedicated M&E staff in developing systems, data collection (including
the use of digital devices), qualitative and quantitative data analysis
and interpretation and review of M&E findings to improve programme
quality and demonstrate impact. - Work with the funding advisor to develop and maintain a funding
strategy to ensure future streams are adequate for delivering WAU
strategic objectives.

- Manage Programme Team to deliver on the programme strategy,
providing leadership and guidance in line with WaterAid HR policies and
procedures. - Build a high-performance culture in the programmes team. Ensure that
staff members are given opportunities for development & supported on
capacity building. - Work with Head of Finance and Project leads to ensure close
management of relevant budgets and expenditures in compliance with donor
guidelines. - Work with HR in management of the life cycle of individuals within
the team from pre-recruitment to exit, including performance management
processes.
- The applicant for the Head of Programmes job must hold a Master’s
level qualification in Development Studies, Public Health, WASH, or other
related discipline. - Strong strategic leadership and managerial skills to co-ordinate the
WaterAid program team to deliver on WaterAid strategic objectives. - At least twelve years of experience working in a developing country
in a development and/or humanitarian context, with prior experience in
senior programme management, including experience in planning, developing
and evaluating Programmes. Prior WASH related experience will be an
advantage. - Advanced written and spoken English.
- Significant experience of programme design and successful proposal
development. - Demonstrable experience and competence in networking and effective
relationship building with peers, donors and government - High level of diplomacy and tact.
