Programme (WFP) is the United Nations frontline agency against world hunger. It
is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.
Creation) will be responsible for overseeing the livelihoods programming and
implementation, providing support to policy and programme activities designed
to effectively meet the livelihood needs of refugees and host communities, as
well as Karamoja population.
Implementation and Tailor Field Support
- Provide technical advice and support to Area Offices and Field
Offices on the WFP Livelihood and Asset Creation programming and design;
including targeted population, geographical coverage, budgeting, planning,
monitoring, and evaluation - Contribute to integrating programming including promotion of linkages
between Assets Creation, Agriculture Market Support, School Feeding,
Nutrition, etc - Advocate for Asset Creation Activities as a form of Social
Protection - Support the WFP programme unit and CBT Focal Point to ensure CBTs
complement WFP and other partners’ livelihood programming; - Support the engagements with Makerere University to roll out the
Three-Pronged Approach (3PA) as part of the NEPAD ARCH. - Coordinate the 3PA region wide rollout plan in consultation with
relevant ministries, including MGLSD, OPM, etc. - Support with the Capacity Strengthening to National Social
Protection programmes such as Northern Uganda Social Fund (NUSAF) and
Development Response to Displacement Impact Project (DRDIP) towards
community lead and nutrition sensitive focus public works. - Coordinate the Cooperating Partners EOI and RFP exercises, as well
as CP capacity assessment and performance evaluations - Manage, monitor and assess the implementation of effective Asset
Creation Activities - Propose modifications or corrective actions when needed
engagement
- Work in close collaboration with Analysis, Monitoring and Evaluation
(AME) Unit, ensure that the required monitoring, studies, baselines, and
evaluations are conducted for the asset creation programmes. - Contribute to the project’s Technical and Financial Project
Proposals and Reports. - Support on the implementation of preparatory work (i.e. Rural Access
Index) - Conduct regular field visits to the targeted refugee settlement and
host communities and support AOs/FOs on programmatic and operational
issues within these refugee settlement and host communities
- Participate in coordination fora and technical collaborations around
livelihoods and resilience programming (both for Karamoja and refugee
hosting districts) - Attend interagency coordination meetings on Livelihood in
coordination with OPM, UNHCR and relevant partners - Develop and maintain a good working relation with the relevant
agencies (Ministries, NGOs, UN agencies)
- The ideal candidate for the United Nations UN World Food Programme
(WFP) Programme Policy Officer (Asset Creation) job placement should hold
an advanced University degree in International Affairs, Economics,
Nutrition/Health, Agriculture, Environmental Science, Social Sciences or
other field relevant to international development assistance, or First
University Degree with additional years of related work experience and/or
trainings/courses. - Language: International Professional: Fluency (level C) in English
language. Intermediate knowledge (level B) of a second official UN
language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working
language, Portuguese. - Fluency (level C) in English language and the duty station’s
language, if different. - Previous experience in implementing technical programs (i.e.
nutrition, etc.). - Experience in implementing programmes and providing input into
designing operations. - The applicant should have experience providing input into policy
discussions and decisions.
- Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
variables and contextual factors that affect food assistance problems and
programmes throughout the lifecycle to inform quality programme design or
re-design. - Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and
consolidate quantitative and qualitative information from different
sources (e.g., market studies) to inform transfer modality selection and
programme development. - Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret
basic data in the context of WFP specialised fields to contribute to
technical programme design, implementation and monitoring. - Emergency Programming: Displays capacity to provide inputs into the development,
implementation and realignment of high quality emergency programmes. - Strategic Policy Engagement w/ Government: Develops thorough recommendations using
multiple inputs (e.g., government counsel, research, own experience) to
strengthen national or subnational entities and government owned food and
nutrition security programmes.
