Officer/Team Leader
Council (DRC) is a private, independent, humanitarian organization working on
all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
Consortium of 4 NGOs (DRC, ZOA, Save the Children, and CEFORD) implementing a
4-year Support Programme to the Refugee Settlements and Host Communities in
Northern Uganda (SPRS-NU) in Adjumani, Arua, Kiryandongo and Yumbe districts.
The project is funded by the European Union Emergency Trust Fund for Africa
(EUTF). The program supports restoring self-reliance, resilience and social
stability of displacement-affected communities, South Sudanese refugees and
their host communities by addressing the irregular migration of people in horn
of Africa with Livelihoods, Conflict Mitigation and Education (Accelerated
Learning Programme) components. DRC wishes to recruit a committed and
experienced Livelihood Assistant to join its team in Adjumani to support the
implementation of its livelihood activities within Adjumani district refugee
settlements.

operations handbook and in compliance to donor procedures and program design.
The objective of the position is to ensure that all livelihood activities
especially those related to food security and nutrition quality, income
generation and innovative practices are implemented in a timely and efficient
manner according to the agreed Donor and DRC Guidelines, standards and budget.
Representation:
- Develop relationship with field level structures, authorities and
community leaders as well as field level private and other stakeholders. - In coordination with the Livelihoods officer, attend and represent
the interest of DRC in the areas of your responsibility. - Actively coordinate with the field staff of other DRC sectors and
other organizations. - Actively participate in the regular sector meetings and in house
coordination meetings.

- Effectively implement the day to day activities according to plan
and technical standards. - Contribute in the development of projects through field experience
and information sharing. - Assist in meetings and trainings with stakeholders and target
groups. - Actively take part in quality data collection and timely reporting.
- Actively take part in trainings at field level.
- Actively mobilize beneficiaries.
- Monitor and document DRC’s livelihood activities.
- Produce field records to contribute to the weekly, monthly and other
reports. - Ensure the delivery of items and other services to beneficiaries.
- Execute any other tasks as may be assigned from time to time.
Support:
- Assist the Livelihood Officer to monitor financial commitments and
expenditures against budgets and provide timely feedback on BFUs. - Actively take part in the facilitation of purchase requests.
- Ensure effective use of resources in the field.
Management:
- Coordination: Maintain close and good relations with all relevant
stakeholders including OPM, UNCHR, local authorities, other NGOs, CBOs and
other DRC partners. - Transparency: Ensure required reports and information is shared with
the direct supervisor in a timely and adequate manner; - Reporting: Timely provide relevant data and progress updates to
project stakeholders as guided by Livelihood Officer and Team Leader, and
the Area Manager. - Follow up all DRC Procedures for Security, Finance, Logistics, HR
and Administration. - Uphold DRC’s international code of conduct.
- The ideal candidate for the Danish Refugee Council (DRC) Livelihoods
Assistant-EUTF job placement should hold a Bachelor’s degree in
Agriculture, Agricultural extension, Animal husbandry, Forestry,
Agri-business Management, Rural Innovations or other related field. - Two years’ work experience in relevant field with INGO or other
agencies. - High integrity, pro-active, stable, robust character and a good
team-player - Highly motivated, results-oriented, and with well-developed
problem-solving skills. - Excellent analytical, negotiation, representation and presentation
skills. - Excellent knowledge in preparing comprehensive activity reports.
- Knowledge of computers: word processing, database management
packages. - Commitment to accountable practices.
- Working knowledge and demonstrated experience working in challenging
environments. - Proven ability to manage varied workloads and deal constructively
with stress. - Proven ability to prioritize tasks, meet deadlines and work with
limited supervision. - Excellent communication skills, calm and a good sense of humor.
- Excellent interpersonal skills and demonstrated ability to establish
effective working relations. - Possession of a valid riding permit, class A.
- In-depth understanding of agricultural extension services.
- Applicants with diploma and having experience of 4 years’ and above
can apply. - Knowledge of ERI/PAED methodology, rural innovations, value chain,
market system development and private sector linkages are relevant. - Knowledge and experience of VSLA and micro finance concepts and
practice is desired. - Experience in Enterprise selection and development/ Business
development is relevant. - Languages: Fluent
in English (reading, writing and speaking). Knowledge of any of the local
languages spoken in Adjumani. Arabic is added advantage
