Italy in 1972. Its mission is to promote the dignity of the person through
development cooperation activities, with special attention to education,
according to the social teaching of the Catholic Church. AVSI has been present
in Uganda since 1984, first supporting hospitals and agriculture projects in
Gulu and Kitgum districts, and later expanding around 1990 to establish the
present-day headquarters in Kampala, offices in Pader, Gulu and Kitgum, and
project activities in 12 other districts.
About USAID Project:
AVSI, as leader of a
consortium including Trickle Up and IMPAQ is implementing a USAID/Food for
Peace funded project titled “Graduating to Resilience” in Kamwenge
District in western Uganda targeting refugees in Rwamwanja and surrounding host
communities.


Job Summary:  The Environmental Sustainability Specialist
will actively contribute to the implementation of the “Graduating to
Resilience” Activity’s Environmental Safeguard interventions in and around
Rwamwanja refugee settlement. The Environmental Sustainability Specialist is
responsible for ensuring compliance with USAID’s and Government of Uganda’s
environmental regulations and laws. S/he will guide adoption of sustainable
utilization of natural resources and climate smart agriculture practices and
technologies, identify opportunities for climate risk mitigation and build
resilience of the target communities based on the Initial Environmental
Examination (IEE), Climate Risk Assessment and other ongoing assessments in the
Graduating to Resilience Activity. Reporting to the Graduating to Resilience
Deputy Chief of Party, the successful candidate will be based in Rwamwanja
Refugee Settlement in Kamwenge district with minimal travels outside the
project implementation area.
Key Duties and Responsibilities: 
  • Take responsibility for the design,
    planning, implementation and management, monitoring and reporting of
    environment and natural resources management interventions ensuring high
    quality programming;
  • Lead the design, expansion and growth of
    disaster risk reduction and ensure integration of resilience and climate
    proof programming; develop, and as necessary, update the project’s
    Environmental Monitoring and Mitigation Plan (EMMP) and Climate Risk
    Management (CRM) Plan;
  • Determine regulatory requirements for
    environmental and safety oversight of the Activity and assist project
    teams as required on compliance issues and on the preparation of required
    environmental documentation for proposed and ongoing activities;
  • In collaboration with respective sector
    Advisors, ensure project activities are designed and implemented in an
    environmentally friendly and climate change resilient manner;
  • Formulate strategies/activities for
    sustainable management of natural resources and ensure that they are
    effectively implemented on time and within budget;
  • Ensure that environmental compliance and
    climate change mitigation considerations are included in PREP, ARR,
    Budgets, DIP, Q-reports, etc.;
  • Prepare the Environmental Status Report
    (ESR) including updates on the status of proposed mitigation and
    monitoring measures in project reports;
  • Establish and maintain relationships
    with key stakeholders for environmental compliance and climate change
    resilience including government, NGOs and research organizations;
  • Carry out regular environmental
    compliance and climate change mitigation audits;
  • Design and deliver capacity building for
    staff (Advisors, Project Officer, Community Trainers and Coaches) to
    ensure environmental risk and climate risk management are streamlined in
    project activities;
  • strengthening community resilience in
    collaboration and coordination with Government institutions, Civil Society
    Organizations, Private Sector and Development Partners;
  • Contribute to evidence generation and
    knowledge management, in coordination with the Research and Learning
    Advisor;
  • Represent AVSI at the relevant
    coordination, or cluster meetings on WASH, food security and disaster risk
    reduction, focused NGO coordination forums, platforms and national technical
    working groups.

Qualifications, Skills and Experience: 
  • The ideal candidate MUST hold a
    bachelor’s degree in Natural Resources, Environmental Sciences, Forestry,
    Agro-Forestry or other related fields from recognized University or
    Institution.
  • A Master’s Degree in the relevant field
    will be an added advantage
  • At least five years’ experience working
    within international development, including direct experience in fragile
    and/or post conflict environments in Uganda;
  • Three years of experience in natural
    resources, environment and energy disaster risk management and resilience
    building, Climate Change Adaptation, Mitigation, and Ecosystems management
    and restoration, working with International NGOs or local government.
  • Strong knowledge of community participatory
    approaches and disaster risk reduction, climate change adaption and
    mitigation measures
  • Good team player with excellent
    inter-personal and communication skills
  • Excellent computer skills (MS Word,
    Excel, internet)
  • Excellent communication, including
    written and presentation skills.
  • Ability to work under pressure and to
    make accurate decisions.
  • Excellent analytical and organizational
    skills – innovative thinker;
  • Experience working with refugees and
    refugee hosting communities is desirable.
  • Excellent planning and organization
    skills
  • Monitoring, Evaluation and Learning
    skills and experience
  • Willingness to be based in a rural
    setting with frequent travel within the implementation area.
  • Cultural sensitivity, patience and
    flexibility
  • Required Language: English fluency with
    excellent oral and writing skills is required. Knowledge of
    Kiswahili/French and any of the local languages i.e. Runyakitara is an
    added advantage.
