About US:
Enabel (Belgian
development agency, formerly BTC), together with different Government
Ministries, are implementing the bilateral co-operation between Uganda &
Belgium.
Key Duties and Responsibilities: 
Actively contribute
to the System Engineering of a Private Public Partnership (PPP) Strategy for
BTVET:
  • Develop manuals and guidelines on PPP in BTVET
  • Provide expertise to Sector Skills Councils and Skills
  • Development Platforms
  • Coordinate working groups
  • Liaise with a wide range of public and private stakeholders
  • Develop a capacity building strategy for the national and local (decentralized)
    partners of the Support to Skilling Uganda (SSU) interventions, and
    supervise capacity building activities
  • Develop different Capacity Building instruments (Guidelines,
    Concepts, Manuals, etc.)
Monitoring and
Evaluation:
  • Contribute to bench marking and data-gathering methodology for
    project monitoring
  • Contribute to and exercise quality control of the M&E reports
  • Provide guidance and instruments and facilitate M&E of the
    project
Operational
Planning & Reporting:
  • Lead the compilation of quarterly progress and activity reports, and
    submit them for approval to the intervention manager and co manager
  • Contribute to the compilation of the annual results and final reports
  • Liaise with the regional project office in Fort Portal
  • Ensure when necessary the follow- up of financial and administrative
    files in support of the intervention manager

Qualifications, Skills and Experience: 
  • The applicant must hold a Masters’ Degree or equivalent experience
    in a relevant study field, e.g. Education, Economics, Business
    Administration, Engineering, etc.
  • At least seven years of relevant professional experience
  • Relevant experience in the BTVET sector
  • Relevant experience in institutional change management and capacity
    building
  • Relevant experience in M&E and/or reporting
  • Profound knowledge of and experience in project management
  • Soft skills such as: working in a team, working autonomously,
    communication, writing and presentation skills, etc.
  • Proficiency in English.
  • Experience in working for a bilateral or multilateral agency is an
    advantage
