With the RHITES-N
Acholi Project (Regional Health Integration to Enhance Services in Northern
Uganda – Acholi), USAID will continue its support of the Government of Uganda’s
(GOU) efforts to improve access to and use of health services in the country’s
post-conflict northern region. RHITES-N Acholi Project activities will build on
USAID investments and national advances to increase access to and use of
high-quality integrated services that accelerate the ability and capacity to
respond to the specific health needs of residents in the Acholi sub-region,
leveraging the URC-ASSIST project successes.

Job Summary: The District
Technical Coordinator/ Cluster Manager will be responsible for one cluster of
districts and the interdisciplinary staff assigned to work on that cluster
team. He/she will lead the planning, management and coordination of all cluster
team staff in the technical, logistics and administrative functions in the
target Cluster of Districts to ensure improvement in access and availability of
quality health services, health systems strengthened, and the population of
Acholi region adapt healthy behaviors.

team. He/she will lead the planning, management and coordination of all cluster
team staff in the technical, logistics and administrative functions in the
target Cluster of Districts to ensure improvement in access and availability of
quality health services, health systems strengthened, and the population of
Acholi region adapt healthy behaviors.
Key Duties and Responsibilities:
- Oversee an interdisciplinary cluster
team assigned to provide overall technical and managerial leadership for
all service delivery activities within the district cluster to ensure the
delivery of high clinical services. - Manage district engagement processes and
capacity building interventions including training and mentorship in
liaison with the DTCs within the Cluster. - Serve as key liaison between the RHITES-
North Acholi Activity and the district leadership, including the health
officer, DHMTs, health facilities and other implementing partners in the
target districts to achieve Project’s deliverables. - Manage the implementation of
RHITES-North Acholi Activity policies, work plans, MOUs, including
dissemination, distribution and customization in of the same within the
cluster in collaboration with the district management and the
stakeholders. - Oversee and assist with the development
of monthly cluster team work plans that will set out the activities to be
undertaken by cluster team members each month. - Identify obstacles and risks related to
implementation of services in a timely manner, suggest appropriate
adjustments and regularly communicate with project leadership. - Lead the Cluster service delivery team
to develop strategies to support district and health facilities in
delivering high quality clinical services - Lead the coordination efforts within the
districts and clusters to facilitate/strengthen focus area technical
working groups, district and inter-district planning for inter –district
stakeholders’ forums and inter – district technical working groups that
incorporate health system strengthening activities. - Support the design and implementation of
strategies for community activities that increase uptake of services in
target communities. - Enhance linkages and referrals between
the community and the facility to ensure a continuum of care for
HIV-positive individuals, pregnant women, youth, and adolescents. - Support the design of strategies to
increase uptake, improve adherence, and follow-up of patients receiving
HIV treatment services. - Coordinate among key stakeholders, other
implementing partners and GOU institutions and representatives at the
county level. - Work with district leadership to
strengthen performance management, including supervision to track
contribution of health system strengthening interventions to service
delivery outcomes at the health facility level. - In liaison with district leadership,
strengthen the functions and management of health system strengthening
such as recruitment, deployment, and retention, human resources for
health, infrastructure and commodities for improved service delivery. - Develop technical capacity and transfer
of technical expertise, clinical services to the DHMT and facility staff
to enhance quality of services. - Participate in district level planning,
development, and M&E activities related to health system
strengthening. - Participate in district level quality
assessments and mentor the DHMT to implement agreed action plans to
improve service quality. - Submit monthly Cluster activity plans
and progress reports based on the provided template. - Synthesize and disseminate lessons
learned and best practices through reports, working group meetings, and
workshops. - Monitor progress and provide implementation
status updates to the project team and contribute towards reporting
including but not limited to monthly (activity plans and progress
reports), quarterly, and annual reports.
Qualifications, Skills and Experience:
- The applicant for the USAID Project District
Technical Coordinator/ Cluster Manager job must hold a Bachelor’s degree
in MBChB, master’s degree in Public Health is an added advantage - Five years of experience of relevant
professional experience managing and implementing HIV, Family health and
health system service delivery programs. - Three (3) years demonstrated experience
in managing and supervising a team and project design. - Demonstrated ability to work effectively
with government representatives, for-profit private sector entities, local
community organizations, donors and other stakeholders, particularly at
the sub-national level. - Knowledge and experience of Quality
Improvement methodologies - Familiarity with USAID funded programs
-working directly or as an implementing partner at national, regional or
district levels. - Excellent written and oral communication
and interpersonal skills - High integrity
- Team player and strong leadership and
management skills - Computer literacy and familiarity with
standard office computer applications - Ability to work under pressure and meet
deadlines.
