About US:
The Uganda Refinery
Holding Company (URHC) is a Private Limited Liability Company incorporated
under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda
National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf
of UNOC, interest in the refinery project planned to be developed in Kabaale,
Hoima District and its associated infrastructure. URHC has also been given the
mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based
Industrial Park (KIP).
Job Summary:  The Civil and Structural Engineer will play a
key role in supporting the URHC’s mandate of designing, constructing and safely
operating Uganda’s first crude oil 
refinery, as well as developing and operationalizing KIP.
Key Duties and Responsibilities: 
  • Take the lead in site surveys, evaluation of site specific
    requirements and proactive design and execution of project work packages.
  • To represent URHC in meetings with partners, authorities and other
    stakeholders, as may be required.
  • Participate in the planning, Pre-FEED, FEED, EPC, Commissioning and
    Operations of the refinery and KIP projects.
  • Supervise technical studies and surveys, including site
    investigations, not limited to geological, geophysical, geotechnical,
    hydrological and logistical surveys.
  • Analyse design data and prepare designs of earthworks, foundations,
    drainage, concrete and steel structures.
  • Prepare scope of works, specifications, bill of quantities and call
    for tender documents
  • Ensuring Health, Safety and Environment requirements are taken into
    consideration during planning, design, construction and operation.
  • Ensure that work scopes are carried out in line with current
    National Regulations and Project standards, including seismic codes, and
    obtain derogations for any deviations required.
  • Ensure quality assurance and quality control of all material tests
    on the project and ensure that test records are accurately referenced to
    location.
  • Lead, organize and manage contractors to assure that project safety,
    quality, schedule and cost objectives are attained.
  • Liaise and co-ordinate activities with the other technical
    disciplines on the project, contractors and local authorities.
  • Perform any other duties as may be reasonably assigned within the
    scope of the Job role.

Qualifications, Skills and Experience: 
  • The applicant must hold an Honours bachelor’s degree in Civil
    Engineering.
  • Master’s degree in Civil and/or Structural Engineering is an added
    advantage.
  • A minimum of Five (5) years’ experience as a Civil / Structural
    Engineer on industrial and/or public works infrastructure projects, specifically
    site investigations, design, procurement, work package development,
    construction supervision, and inspection.
  • Experience in Project Management is an added advantage.
  • Working knowledge of related engineering disciplines i.e. Civil,
    Structural, Transportation, Hydraulic, Geotechnical, Land Development,
    Environmental, and Construction is an added advantage.
  • Capability to safely and effectively lead a team of staff,
    contractors and vendors to a successful project outcome.
  • Proven ability to:
    • Read and understand engineering manuals and codes;
    • Perform engineering calculations including, but not limited to
      earthworks, foundations, drainage, concrete and steel design;
    • Interpret site plans, structural drawings.
  • A self-starter with ability to work with minimal supervision with
    strong organizational skills.
  • Proficiency in the application of Specialized Civil / Structural
    Engineering software e.g. AutoCAD, Prokon, STAAD, etc.
  • Good interpersonal and communication skills.
  • Willingness to travel on work related assignments.
