Finance Manager
Council (FRC) is an International NGO promoting adult education and community
development among refugees and has been active in Uganda since 1997 as an
operational partner to Office of the Prime Minister and United Nations High
Commissioner for Refugees (UNHCR).
Accountant will provide professional technical finance and accounting services
to keep a clean accounting system and procedures, and ensure timely reporting.
Financial Reporting (60%)
- Follow up and receive accountability of advances from project staff.
- Prepare monthly project cash accounts and book keeping, and bank
reconciliations by 10th of every month, inclusive of monthly and annual
income and expenditure statements for both HQ and donors. - Assure that all finance related documents are stored appropriately
in the FRC electronic filing system. - Review the monthly audit trail and reports to ensure accuracy.
- Ensure the Financial accounting procedures are implemented.
- Assist HQ in the internal and external audit of accounts.
procurement preparations (30%)
- Oversee all financial transactions to ensure conformity with
approved accounting and budgetary control systems, procedures and
regulations. - Prepare and check procurement and service provider vouchers and
bills for approval, and prepare payment documents for signing. - Prepare and maintain staff payroll; posting of salary, NSSF and PAYE
payments into electronic system, and preparation of salary slips to staff. - Prepare adjusting journal vouchers as required.
- Ensure all statutory payments and dues are remitted on time and
filing done. - Support the Program Manager to check advance requests from staff for
project work.
- File in annual URA tax returns and other tax related documents and
requests, and act as focal point on all tax related issues with URA. - Assist in controlling the approved budgets, and ensure that
expenditures comply with grant/donor agreements. - Establish and revise, in liaison with the supervisor, the finance
policies, systems and procedures of the organisation. - Assist in preparation of project proposal’s budgets.
- Carry out field verification visits for the different projects when
relevant. - Undertake any other duties as may be assigned by the supervisor.
- The applicant for the Finnish Refugee Council (FRC) Accountant job
placement must hold a Bachelor’s Degree in Accounting. Other finance
related degrees such as Business Administration or Commerce can be
considered, if accompanied with full professional accounting qualification
(e.g. ACCA, CPA). - Post Graduate Diploma in Financial Management an advantage.
- A minimum of four years’ relevant experience in a finance role at
middle management level. - Flexible with good communication, feedback, and interpersonal and
supervisory skills, assertive and able to question unclear transactions.
