Project Engineer
Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.
provide support to Senior Project Engineers in planning, development and
construction supervision of projects in the Investment Planning and Promotion,
Project Development and Management; and Service Territory Development
Operations departments. S/he will supervise construction of rural
electrification projects for quality compliance and shall be responsible for
ensuring and enhancing quality of works and workmanship and represent the
Agency in the management of projects including liaising with key stakeholders
to ensure smooth project implementation.
- Ensure effective contract management so that REA programs and
contractual deliverables are achieved. - Review and update reports and implementation requirements as needed
throughout project implementation period. - Supervise construction works for quality compliance, ensuring supply
and use of quality materials as specified in contracts. - Ensure adherence to good engineering practices with reference to
contracts and where necessary review and recommend change orders and or
instructions to mitigate compensation challenges. - Prepare test protocols, schedule and facilitate network
pre-commissioning and commissioning - Actively participate in stakeholder meetings during implementation
of the project including the local community and service providers during
implementation of projects. - Oversee the entire value chain including suppliers, subcontractors
and key stakeholders to mitigate any risks. Confirm placement of orders
and delivery schedules of supplies. - Review and recommend approval of subcontractors in line with
contractual requirements including conducting due diligence. - Conduct periodic defects liability inspections/audits, generate snag
lists and follow-up correction of snags. Review, certify, and submit
progress of works and subsequent payments thereof. - Schedule and conduct periodic defects liability inspections/ audits,
generate snag lists and follow up correction of snags. - Monitor and report any environmental and social compliance concerns.
- Facilitate handover of completed network.
- Prepare and submit comprehensive project closure reports Any other
duties specified by the Head of Department.
- The applicant must hold a Bachelor’s Degree in Electrical or Power
Engineering or equivalent relevant qualification. - A Master’s degree and or a Post graduate diploma in Project
Management is an added advantage At least four years of working experience
in powerline construction. - Experience in powerline construction supervision and project
management in the Energy Sector is desirable. - Knowledge of power system commissioning and maintenance practice.
- Well-developed interpersonal, communication and public relations
skills. - Be willing to travel to project field areas at short notice
- Computer knowledge Demonstrated reporting skills
- Age: Below 35
years old.
