About US:
The Government of
Uganda through the Ministry of Agriculture Animal Industry and Fisheries has
received financing from the World Bank towards the cost of the Regional
Pastoral Livelihood Resilience Project (RPLRP), and intends to apply part of
the proceeds toward payments under the contracts for Construction of Livestock
Watering Infrastructure & Construction of Livestock Marketing and
Production infrastructure in Abim, Amudat, Amuria, Bukedea, Kaabong, Katakwi,
Kotido, Kumi, Kween, Moroto, Napak and Nakapiripirit.
Job Summary:   The Clerk of Works  will be tasked with overseeing day to day
supervision of construction works
Key Duties and Responsibilities: 
  • Carry out full-time day to day detailed
    monitoring and supervision of the construction works at the allocated
    site(s);
  • Examine the approved program for
    construction, check progress and report to the Project Engineer on a
    weekly basis;
  • Liaise with all stakeholders on site to
    ensure harmony among them during implementation of the project and update
    them on technical aspects of the project;
  • Record and report disputes arising out
    of the Project Activities as necessary to Contract Management team;
  • Liaise with the Project Supervision
    Consultants & Project Engineer in the review and interpretation of
    Designs, Drawings and Technical Specifications ensuring that any
    discrepancies are dealt with in good time;
  • Ensure that the required standards of
    quality and accuracy of work and materials are maintained, ensuring that
    samples of materials, concrete slump tests, concrete test cubes, CBR
    tests, pressure testing of pipelines, etc; are taken and results assessed
    by Project Supervision Consultants;
  • Ensure that all construction work is
    accomplished as required in accordance with the approved work program;
  • Prepare and submit progress, weekly,
    monthly, quarterly and annual reports to the Project Engineer;
  • Carry out stock condition surveys and
    prepare reports and records to assist in valuation and management of the
    works and ensure the project records are well kept and maintained for
    completeness and safety;
  • Assist the Project Engineer in the
    review of the Bills of Quantities for Civil Works under the project
    developed by the Consultants;
  • Assist the Project Engineer to review
    Payment certificates for the Civil Works Contractors prepared by the
    Project Supervision Consultants;
  • Ensure that the Contractor adheres to
    safety regulations. (Safety measures will include provision of safety
    helmets, boots, guard rails, safety equipment, site signs, fi rst aid
    equipment, etc); and also adheres to the recommendations of the ESHS
    Management Strategies and Implementation Plans;
  • Perform any other relevant duties as may
    be instructed by the Supervisor.

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a higher
    Diploma in Building and Civil Engineering or its equivalent from a
    recognized institution.
  • Two years’ experience in supervision of
    structures of similar nature from Government or reputable Organization OR
    an Ordinary or National Diploma in Building and Civil Engineering or its
    equivalent from a recognized institution.
  • Five years of experience of which 3
    years in supervision of structures of similar nature. from Government or
    reputable Organization
  • Computer skills in MS-Word, MS-Excel and
    Internet applications are essential.
  • Good interpersonal skills
  • Excellent communication skills
