Development Programme (UNDP) is the United Nation’s global development network.
UNDP advocates for change and connects countries to knowledge, experience and
resources to help people build a better life. The UNDP provides expert advice,
training, grant support to developing countries including Uganda with
increasing emphasis on assistance to the least developed countries.
Advisor provides strategic advice to the Resident Coordinator and UN Country
Team (UNCT) around strengthening internal and external resource mobilization,
strategic partnership and effective engagements with key domestic and
international partners.
provision of effective advisory support to the RC and the UNCT in driving the
development and Implementation of the United Nations Resource Mobilization
Strategy and action plan toward the implementation of the UNDAF, CRRF and
ReHOPE and UN internal coordination and harmonization focusing on achievement
of the following results:
- Provide strategic analysis and research of the political, social and
economic situation in the country including support for establishing
relevant resource mobilization frameworks including the Multi-Donor Trust
Fund (MPTF) in coordination with relevant national counterparts. - Provide strategic advice to the senior management on building and
maintaining partnerships and positioning with potential donors. - Identify new partners and develop country-specific partnership
strategies in cooperation with the UNCT/RCO and other relevant units and
inform the RC/UNCT about new partnership opportunities. - Establish and maintain high level contacts with senior officials and
departments of Government, the Diplomatic Community, the Private Sector
and other relevant regional institutions and sectors including the
respective IFIs, multilateral, bilateral and private funding agencies in
view of identifying emerging areas of cooperation with the United Nations
in Uganda, and bring them to the attention of the UN Resident Coordinator
and the UN Country Team. - Provide technical advice during negotiation processes at the corporate
level with key partners (relevant to the Africa region: AfDB, WB, EU, AU,
ECOWAS, etc…); - Develop targeted communications and advocacy strategies in support
of the strategic positioning objectives of the UNCT with regards to
partnerships and resource mobilization; - Advise and support the UNCT in negotiations of memoranda of
understanding with the IFIs, bilateral and private donors as well as
national counterparts, thereby ensuring a clear scoping of services to be
provided, appropriate distribution of responsibilities, as well as clear
cost recovery mechanisms. - Develop appropriate tools and systems to enhance coordination, track
commitments and opportunities with partners, and strengthen coherence with
the CRRF Secretariat and Pulse Lab Kampala to appropriately position
resource mobilization efforts in Uganda (donor databases, pipeline
management systems, etc.).
Resource Planning and Portfolio Management focusing on the achievement of the
following results:
- Work in close collaboration with the RCO, Pulse Lab Kampala, CRRF
Secretariat, SDGs Technical Groups, the UNDAF Theme Groups and other
relevant internal and external partners, ensure and/or facilitate constant
monitoring and analysis of targeted partners’ funding drivers, modalities,
policies, priorities and collaboration opportunities in Africa with a
focus on East Africa in general and Uganda in particular (including key
bi-laterals and multilaterals, IFIs, private and newly emerging funding
sources as well as other major donors); - Define and regularly ‘connect’ the UN Uganda’s value propositions in
Uganda in alignment, and when possible, in anticipation of the changing
aid architecture and evolving resource mobilization drivers; - Develop, constantly update and ensure the timely implementation of
innovative resource mobilization tactics and strategies for UNCT strategic
positioning; - Collaborate with relevant stakeholders to support the UNCT’s
leadership and its commitments to strengthening the Government-led
institutional capacity for domestic resource mobilization, and
transparency and accountability around aid effectiveness in Uganda; - Provide periodic reports and updates to the UNCT on the UN’s
positioning and resource mobilization efforts.

- Tasked with the maintenance of the systematic information on UN’s
Resource Mobilization efforts including the UN/RCO’s strategic and
continuous engagements with other UN agencies. - Arrangement of and ensuring the RC/UNCT’s regular representation in
coordination meetings, forums and events on issues resource mobilization,
advocacy and partnerships including in the Local Development Partners
Group, CRRF Steering Committee meetings, UNDAF Joint Steering Committee
meeting etc. - Leading the RC’s speaker’s notes, talking points, and speeches for
major advocacy events around partnership and resource mobilization of in
close consultation with the UNCT. - Prepare and present regular strategic briefings to the UNCT and
prepare minutes, reports, policy briefs, information notes and other UN
internal documents for the UNCT and other UN Coordination bodies in
relations to resource mobilization and partnerships.

following results:
- Strengthen the use of the UN’s Knowledge Management Platform to
facilitate internal partnership and resource information management and
coordination. - Lead the identification and synthesis of best practices and lessons
learnt directly linked to the UNCT’s partnership efforts. - Strengthen internal (UNCT) and external (Government) capacity of key
sectors and institutions for resource and operational effectiveness and
system resilience - Facilitate effective contributions to knowledge networks and
communities of practice.
- The ideal applicant for the United Nations UNDP Partnerships &
Resource Mobilization Advisor job placement should hold a Master’s degree
in Development social sciences, International Relations, political Science
or a related area. - Seven with a Master’s Degree, 8 years with specialized license in
the relevant area and 9 years with Bachelor’s degree. 5 years of which
must be of progressively responsible experience in partnerships, resource
mobilization and communications / advocacy; experience in international
institutions and donors; experience working in the UN system is required. - Excellent communication and analytical skills (written, verbal,
interpersonal and intercultural);
