of the Office of the United Nations High Commissioner for Refugees is to lead

solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.

Job Summary:
The Associate Livelihoods Officer
will contribute to the strategic direction for livelihoods and self-reliance
for Uganda anchored on the ReHoPE strategy and the CRRF. The Associate
Livelihoods Officer will work under the supervision of the head of livelihoods
and in close collaboration with staff from the Solutions, Programme, Protection
and Field units. S/he will support the office involvement with livelihoods and
related contacts with external stakeholders.
The Associate Livelihoods Officer
will contribute to the strategic direction for livelihoods and self-reliance
for Uganda anchored on the ReHoPE strategy and the CRRF. The Associate
Livelihoods Officer will work under the supervision of the head of livelihoods
and in close collaboration with staff from the Solutions, Programme, Protection
and Field units. S/he will support the office involvement with livelihoods and
related contacts with external stakeholders.
Key Duties and Responsibilities:
- Actively contribute to the review and update the self-reliance
strategy for Uganda, develop clear operational plans and individual
livelihoods projects for a multiyear cycle indicating the comprehensive
needs and setting clear annual operational targets, including specific
options for exiting humanitarian assistance - Contribute to the implementation of livelihoods interventions with
counterparts as well as colleagues - Enhance and strengthen the different livelihoods interventions using
efficient targeting techniques to graduate vulnerable refugees out of
poverty; lead and guide the process of improving the methodologies and
operational procedures adopted by implementing partners. - Collaborate on monitoring and evaluation systems with indicators to
track the progress out of poverty for the refugees and/or out of
humanitarian assistance. - Work closely with government, the private sector and partners,
identify and enhance livelihoods opportunities for refugees and solutions
to challenges related to access to legal employment, vocational training
and, if and where applicable, micro credit or micro-financing. - Keenly review and provide technical guidance to the project
proposals submitted by Implementing Partners (IPs) as well as advice to
operational partners, and guide and monitor livelihoods
activities/programmes for refugees in line with UNHCR policies,
mainstreaming gender, age and diversity. - Provide guidance and capacity building for Implementing Partners
(IPs) and staff through technical assistance, institutional assessment and
training - Support the regular sharing of livelihoods related information among
different humanitarian, developmental and governmental stakeholders. - Support the head of unit on how to orient livelihoods operations in
conducting socio economic assessments; developing comprehensive multiyear
strategic plans; implementing coherent programmes through suitable
partners; designing and implementing specific livelihood-support
interventions. - Perform any other related duties as required.
Key Performance Indicators:
- The self-reliance strategy is implemented thus the protection space
available for refugees and asylum seekers is increased by improving their
prospects and ability to accumulate assets and live with dignity - Strategic partnerships are fostered with broad range of stakeholders
including UN agencies, government, private sector, international and civil
society organizations, in order to maximize the impact and increase
efficiencies of operations, and to accelerate the shift from direct assistance
to developmental approach for refugees and their host communities. - The impact of UNHCR funded interventions are maximized through the
careful management of project cycles, particularly adopting effective
monitoring and evaluation processes and using participatory approaches, as
well as building the capacity of implementing partners and relevant staff - Make judgments on the quality of project proposals coming from
implementing partners, on the quality of CVs screened when fielding expert
deployments, on the quality of material/outputs submitted by consultants - Enforce the compliance with standards on what resources are required
for livelihoods operations to do the above, in terms of technical
expertise, staffing capacity, partner capacity, technical tools/guidelines,
time and budgets, and ensure that critical resource requirements are
communicated to managers as appropriate
Qualifications, Skills and Experience:
- The ideal candidate for the United
Nations UNHCR Associate Livelihoods Officer job opportunity should hold an
Undergraduate (equivalent of a BA/BS) in Agronomy, Agriculture Economics,
Agribusiness, Rural Development, Economics, Business Administration, Socio-Economic
Development, International Development/Poverty Reduction, Social Finance,
Financial Management or other related fields. - At least three years of previous work
experience relevant to the function (in designing, planning, delivering,
managing, monitoring and evaluating development programs in the areas of
early recovery, local economic integration, agriculture development,
skills development, enterprise development, livelihoods and economic
empowerment including for women and youth). - Technical competencies in at least two
sub-sectors relevant to livelihood programming e.g. employment promotion,
entrepreneurship building, private sector development, local economic
recovery/poverty-reduction strategies, social finance. - Excellent networking skills with private
and public sector institutions. - Excellent computer skills including
Excel, Word and PowerPoint. - Excellent knowledge of English and local
language. - Work experience and knowledge of the
refugee operation in Uganda. - Previous experience in poverty reduction
programmes, focused on linking safety net programmes (including usage of
cash assistance) linked to access to employment and self-employment
programme. - Experience in developing partnership
with the private sector (companies and/or business organizations) - Proven drafting skills are an asset.
- Previous experience in working
effectively with international and national NGOs and UN organizations, and
with government authorities at national level. - Prior experience in developing at least
one comprehensive multi-year strategic plan for livelihoods support at
field-level. - Previous experience in conducting sector
assessments using quality social-science methods and tools, quantitative
methods and application of theories of Growth and Development to developing
countries.
