Manager
Emergency Trust Fund (EUTF) and the German Ministry for Economic Cooperation
and Development (BMZ) have commissioned the Gesellschaft für Internationale
Zusammenarbeit (GIZ) with the programme ”Supporting Refugees and Host
Communities in Northern Uganda“. The main objective of the programme is the
improvement of the inclusive socio-economic development of refugees and the
host population within the three districts of Northern Uganda, namely Arua,
Adjumani and Moyo, which are amongst the districts with the highest percentage
of refugees. The programme combines the support to the district local
government structures, efforts to create income and employment and the support
for agricultural activities.
Program will be tasked with the overall coordination of the three intervention
areas of the program (strengthening of three districts in the North, enhancing
local economic development in the districts and enhancing successful
agricultural activities). This includes technical and administrative advisory
service to program staff, supervision of monitoring and knowledge management
activities as well as the preparation of regular reports and the participation
in coordination meetings in the sector. The Technical Advisor will also serve
as deputy to the program manager. S/he will be responsible for:
- Ensuring regular information exchange between the components
- Ensuring regular information exchange between EU, GIZ and the
Ministry of Local Government - Ensuring alignment activities with the CRRF policy and programs
- Ensuring thematic coordination of the program’s technical advisors
in the governance sector based in Adjumani, Arua and Moyo. - Providing professional advice to partners and cooperating with
important stakeholders - Integrating results and experience into teamwork and the work of all
relevant groups
- Responsible for the technical Implementation of the Program Plans
and for managing all staff who report to him/her (management
responsibility for staff in bands 1-3 and/or staff member in band 4) - Manages staff in accordance with management principles and
guidelines to promote a sense of corporate identity, enable employees to
carry out tasks independently and create a scope for creativity and
innovation - Is responsible for recruiting, selecting, grading, planning the
assignment and professional development of staff members who report to
him/her - Is also responsible for monitoring, managing staff and ensuring that
they provide cost-effective services - Carries out the annual staff assessment and development talk for
staff members who report to him/her - Networks with other units and takes into account management goals
and requirements in providing services
advisory services
- Defines the Nexus between Humanitarian Aid and Development Aspects
and the specific contributions of the program towards that - Designs group and working procedures in line with objectives,
requirements and the needs of the commissioning parties and partners - Further develops themes and instruments in his/her working area and
incorporates these into the overall context - Advises partner institution(s) on order clarification, identifying
needs, developing concepts and strategies, and provides technical input - Participates in identifying needs for external support and advice,
works on policy recommendations and develops a strategic approach - Contributes to preparing and implementing the coordination process,
joint project/programme activities and work in the regions - Formulates job descriptions and terms of reference, selects and
supervises third parties in the course of carrying out project/programme
activities, including performance evaluation - Monitors the development and implementation of project/programme
plans and activities in close consultation with counterparts - Deals with the design, preparation and implementation of workshops,
seminars and other events on issues related to the project/programme’s
area of activity - Develops and organizes quality assurance measures and suggests
necessary changes, improvements and initiatives - Monitors project progress and the activities of components, reviews,
reports and documents on the progress of joint programmes, identifies
bottlenecks and recommends alternative management options to the programme
manager - Is responsible for seeing that the services provided by the
components are aligned with the partner’s needs

- Ensures internal and external networking between different
stakeholders in the area of intervention and thinks and acts outside the
boundaries of the immediate team - Represents the program in coordination- and exchange fora (on
district and/or national level) - Represents the program in the absence of the head of program (on
district and/or national level) - Ensures cooperation, regular contact and dialogue with partners;
cooperates with local communities, relevant organizations,
non-governmental agencies and individuals in the project/programme
environment and with other projects to improve and maintain good working
relationships - Communicates local interests and efforts; forwards these and
encourages sharing ideas and information for the benefit of the
project/programme - Travels (abroad) in the region regularly, in accordance with project
requirements
Management
- Ensures knowledge transfer
- Develops ready-to-use strategies and technical concepts, including
guidelines, manuals and procedures - Draws up reports and presentation documents
- Formulates appropriate input for various project/program reports
including annual reports, and contributes to the other reports required by
the program manager, GIZ head office and the EU - Assists with research activities and studies on political issues
which benefit joint programs
coordination tasks
- Is responsible for project planning and develops project concepts
and strategies, ensures implementation - Uses GIZ’s capacity works to manage the activities
- Coordinates and prioritizes relevant project activities at local
level in cooperation with the partners, both as regards to the
organizational preparation and implementation of the activities - Manages and monitors budget in consultation with the officer
responsible for the contract and cooperation - Compiles the relevant information for joint activities and
assignments - In the absence of the program manager, takes appropriate measures to
secure operation of the program
duties/additional tasks
- Performs other duties and tasks at the request of management
- Ensures regular communication and exchange between the different
offices of the program in Kampala and northern Uganda
- The applicant must hold a University degree (minimum Master’s
Degree), preferably in Public Administration, Political Science, Social
Science, Rural Development or related subjects. - At least seven years of relevant professional work experience
relating to the thematic areas of Local Economic Development, District
Local Governments, Rural Development, with at least 5 years’ professional
experience in a comparable position - Considerable professional experience of working with refugees and
migrants - Knowledge of GIZ/EU planning and implementation tools is an asset
- Experience in results-based M&E
- Experience in results-oriented project management
- Experience in International Cooperation Programs
- Experience in Staff Management (coaching, mentoring, Performance
Management) - Experience in managing large budgets
- Very good working knowledge of ITC technologies (related software,
phone, fax, email, the internet) and computer applications (e.g. MS
Office) - A proven track record in a managerial position
- Excellent analytical skills.
- Excellent report writing skills
- Excellent interpersonal and communication skills, ability to
summarize complex information in an accessible manner - Excellent command of oral and written English language,
- Excellent Computer skills, advanced Word processing, Excel and Power
Point. - Creativity, innovative thinking and the ability to adapt quickly are
desirable traits. - Madi or Lugbara Language skills are an asset
- German Language skills are an asset
- Intercultural sensitivity
