The Danish Refugee
Council (DRC) is a private, independent, humanitarian organization working on
all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
Job Summary:   The Team Leader – Protection will provide
technical planning and implementation of project activities within DRC
Kiryandongo refugee program. Take lead in developing, strengthening and
supporting synergies between DRC, refugees, local authorities at the grass root
level, district, civil society organizations and other relevant stakeholders in
order to maintain and enhance the protection ideology. 
Key Duties and Responsibilities: 
  • Responsible for initiating concept papers and proposal development
    on the thematic areas of protection, and identification of protection gaps
    with a view of generating ideas for future projects.
  • Offer technical support to ensure a rights-based approach is
    integrated in protection programming.
  • Ensure that a common strategy, approach and tools are developed for
    all protection components across DRC’s multi-sectoral programmes in
    Kiryandongo and ensure effective implementation of M&E systems.
  • Coordinate planning, implementation, monitoring and evaluation of
    protection- related projects in Kiryandongo.
  • Take an active role in promoting protection mainstreaming and
    protection monitoring in the field operation.
  • Ensure that projects adhere to local, national and international
    minimum protection standards and principles in addition to DRC guidelines
    and accountability frameworks
  • Develop and implement advocacy strategy based on assessment of protection
    situation and risks.
  • Work in close collaboration with the Area manager prepare quality
    and timely monthly, quarterly and annual reports.
  • Manage the project budgets; oversee all budget expenditures and
    ensure they are allowable and allocable according to donor regulations;
    review monthly Budget Follow Up (BFU) , the implementation tracking tool
    and collaborate with the Finance department to ensure accurate
    expenditures and reporting.
  • Representation of DRC and active participation in the local Protection
    Sector and relevant sub-sectors/working groups.
  • Close co-ordination of project implementation with partners (UN
    agencies and national/international NGOs), including referrals, protection
    gap analysis, advocacy.
  • Maintain/establish rapport with government authorities, UN agencies,
    international and local NGOs and other stakeholders
  • Provide technical and programmatic leadership for the protection
    staff in Kiryandongo
  • Develop staff performance measurement and targets and appraise them
    based on the set targets.
  • Conduct training needs assessments of all protection-related staff
    and make recommendations.
  • Conduct periodic field visits to support field staffs through
    technical back stopping
  • Ensure timely reporting to donors
  • Liaise with the support Department to ensure smooth operation of the
    field office.
  • Uphold DRC’s code of conduct, Values, and principles of
    accountability.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee Council (DRC) Team Leader
    – Protection job placement should hold a Bachelor’s degree in humanities,
    Law or another relevant field
  • Post graduate Diploma in Project Management, Legal practice, Human
    Rights is an asset
  • At least four years of experience working with refugee and host
    communities
  • Six (6) years’ experience in managing and supervising staff.
  • Excellent reporting and analytical skills
  • Understand gender, protection and human rights.
  • Strong research skills will be an added advantage.
  • Good organizational and people management skills
  • Good communication skills
  • Languages: Fluent
    in English. Knowledge of local languages is of an advantage such as
    Kiswahili
