approval of Green Jobs and Fair Labour Market Programme and further directive
on the Pilot of Songhai Model on a Government Land in December 2016. The
Ministry of Gender, Labour and Social Development has kick-started the
implementation of the Programme. The programme is aimed at creation of green
and decent employment, enhancement labour productivity, and reduction of
poverty reduction. The programme targets both educated and uneducated women and
youth. Overall, the programme contributes to reduction of the high levels of
unemployment among educated and uneducated through: –
- Promotion of workplace re-skilling and skilling for educated and
un-educated; - Promotion of resource efficiency and social safeguards at
workplaces; - Enhancement for the productivity of workers and enterprises
the Research and Training Specialist in setting up and running research and
training priorities for Green Jobs Programme. The incumbent will be responsible
for to designing and developing a programme of continuous professional training
for careers practiti oners to keep their skills relevant and up to date and to
conduct relevant research on programme thematic areas.
- Identifying the training and development needs of the project staff
and other social partners and relevant key stakeholders - Design and implement the training programme to enhance the
performance of project staff and other social partners and relevant key
stakeholders in delivery of Green Jobs Programme objectives - To provide high quality professional training courses and materials
and provide advice, assistance and information to the Project Team and
other departments within the organisation, where and when necessary - Where appropriate, to accompany members of staff on site to evaluate
training courses in order to facilitate progress monitoring and approach
clients and tailor specific customer training courses to fit their
specific requirements. - Identifying suitable trainers and speakers for training events and
negotiating fees where applicable - Contributes to the formulation of overall policies, procedures,
objectives and guidelines affecting the development of the research
support programmes of Green Jobs within the ambit of its training mandate; - Contributes to the translation of relevant research into teaching
programmes for online and face-to-face delivery - Develops and coordinates research services and tools for the benefit
of Programme trainees; - Oversees the Green Jobs policy dialogue and monthly development
debate series; - Contributes to the identification of research priorities in relation
to the assessment of the recommendations of the private sector and
training training institutions; - Evaluates various research applications and the cost-effectiveness
of research data services in relation to technology options; - Plan, design and implements Green Jobs Programme Research Support
Fund - Prepares data and recommendations pertaining to his/her field of
work for decision-making; - Guides, trains and supervises general service and professional staff
in the function; - Assists in the planning, organizing and servicing of ad hoc expert
group and technical meeting, policy dialogues, development seminars;
drafting reports and preparing summaries of meetings, etc. - Prepares/contributes to the preparation of various written reports,
documents and communications, e.g.
drafts reports or sections of analytical reports, studies, background
papers, briefings, correspondence, etc. - Performs other related duties as required, including a variety of
administrative tasks necessary for the final delivery of the research and
training services
- The Research and Training Officer must hold a University
degree (Bachelor’s degree or equivalent) in economics, social sciences or
a related research oriented field. Master’s Degree in Social Research or
Human Resources Development/Arts Social Science is an added advantage. - At least three years of progressively responsible experience in
training and/ or other development research disciplines is required. - Knowledge of digital and e-learning resources is required.
- Experience of research publishing and dissemination is strongly
desirable. - Skills in the development and management of online communities and
networks are strongly desirable.
- Effective Communication: Speaks and
writes clearly and effectively; listens to others, correctly interprets
messages from others and responds appropriately; asks questions to
clarify, and exhibits interest in having two-way communication; tailors
language, tone, style and format to match audience; demonstrates openness
in sharing information and keeping people informed
- Planning & Organizing: Develops
clear goals that are consistent with agreed strategies; identifies
priority activities and assignments; adjusts priorities as required;
allocates appropriate amount of time and resources for completing work;
foresees risks and allows for contingencies when planning; monitors and
adjusts plans and actions as necessary; uses time efficiently.
