Emergency Trust Fund (EUTF) and the German Ministry for Economic Cooperation
and Development (BMZ) have commissioned the Gesellschaft für Internationale
Zusammenarbeit (GIZ) with the programme ”Supporting Refugees and Host
Communities in Northern Uganda“. The main objective of the programme is the
improvement of the inclusive socio-economic development of refugees and the
host population within the three districts of Northern Uganda, namely Arua,
Adjumani and Moyo, which are amongst the districts with the highest percentage
of refugees. The programme combines the support to the district local
government structures, efforts to create income and employment and the support
for agricultural activities.
- Implementing standards and guidelines for EU and GIZ communication
work described in the “EU Communication and Visibility plan” and the
“Recommendations for communication by GIZ Offices’ - Supporting the Program Manager with strategic orientation of
communication in the country, such as presenting a consistent corporate image
and communicating Program policy and strategy to cooperation partners - (further) developing the concept of communicating Program-related
information both within and outside the Program, systematic planning and
management of communication activities - Cooperating and consulting with other German and International
implementing organisations in the region and with the EU-Delegation and
the German Embassy - Reporting within the Program management group on internal and
external communication measures and participating in meetings of officers
responsible for the contract and cooperation - Cooperating with both EU- and GIZ’s Corporate Communications Unit,
managing the exchange of information on communication (among other things
by contributing themes, trends, risks, research on information and by
involving officers responsible for the contract and cooperation, e.g. For
planning and implementing journalist tours, supplying texts for internal
media) - Cooperating and participating in the corporate communication
network, e.g. Participating in corporate communication workshops - Quality Management of articles and documents from the programme,
coordinating cooperation with external communication service providers
(e.g. Text, printers, graphic designers, proof readers, lithography etc.) - Coordinating cooperation with external communication service
providers (e.g. Appraisers, agencies, photographers, trainers and
copywriters) - Coordinating and possibly implementing communication work (including
planning communication budget – quantity, formal and material quality)
- The Public Relations Officer must hold a Bachelor’s or Master’s
degree with a focus on Communication, Journalism, PR, Rural Development
and /or relevant linkages to Event Management and Public Relations or
similar - Five years of professional experience in the field of development
work and communication including a focus on media work, public relations,
event management and internal communications - Experience in project or event management
- Experience working with local authorities and communities
- Experience working within a multi-cultural context and within
international organizations - Knowledge of relevant discussions around the refugee topic in Uganda
- Strong social, communicative, organizational and intercultural
skills - General professional experience
- Fluency in oral and written English is required
- Ability to express oneself well both verbally and in writing;
polished, target-group oriented style - Experience with media production
- Knowledge of dtp (desktop publishing) or graphics applications
- Editorial experience, experience in writing articles and press
releases (evidence by work samples) - Very good working knowledge of ICT technologies (related software,
phone, fax, email, the internet) and computer applications (e.g. Ms
office) - Knowledge of specific EU or GIZ communication guidelines is an asset
- Madior Lugbara language skills are an asset
- German language skills are an asset
- Willingness to upskill as required by the tasks to be performed –corresponding
measures are agreed with management - Willingness to travel
