Authority (NDA) is an autonomous body which was established by the National
Drug Policy and Authority Act Cap 206 , Laws of Uganda (2000 Edition) to
regulate Human and Veterinary Medicines and other healthcare products.
NDA’s mandate is to ensure quality, safety and efficacy of human and veterinary
medicines and other healthcare products through the regulation and control of
their production, importation, distribution and use.
Officer will steer and provide technical support in the design, implementation
and review of NDA monitoring and evaluation activities, specifically compiling,
analyzing and interpreting data across NDA in order to track performance and
delivery of set targets.
- Develop, design and implement an M&E system, guidelines, manuals
and standard operating procedures for the section. - Develop entity wide monitoring and evaluation indicators, and ensure
that all Directorates, submit regular, structured performance monitoring
reports for analysis to facilitate management review and decision making. - Keenly monitor the implementation of NDA’s strategic plan, annual
work plans and projects at all levels. - Undertake Data Quality Audits to provide in-depth assessment of data
quality reported by Directorates, and implement action plans in
collaboration with them for corrective measures on identified gaps during
the Data Quality Audits. - Consolidate monthly, quarterly, mid-term as well as annual
directorate activity / plan performance monitoring reports. - Lead on annual work plan performance reviews and planning workshops
and support in preparing relevant Authority level reports. - Participate in evaluation, reviews, survey, surveillance or
activities focusing on the overall NDA performance tracking, measurement
and reporting. - Manage monitoring and evaluation data, including databases
management. - Undertake any other responsibilities, tasks or activities as may be
assigned from time to time.
- The ideal candidate for the National Drug Authority (NDA) Principal
Monitoring and Evaluation Officer job must hold a Bachelor’s degree in
Economics, Statistics, Business Administration. - Relevant qualifications / Certificate in Monitoring and Evaluation.
- At least eight (8) years relevant working experience.
- Five years of experience in Monitoring and Evaluation.
- Ability to lead implementation of new systems (business side), and
affect staff behavioral m/ attitudinal change. - Excellent interpersonal and communication skills; good working
knowledge of ICT applications. - Plans, coordinates and organizes workload while remaining aware of
changing Priorities and competing deadlines. - In-depth knowledge on Monitoring and Evaluation and regulatory
issues.
