Coordinator
Uganda through Ministry of Gender, Labour and Social Development is
implementing Chemical Safety and Security Project. The Project goal is to strengthen
institutional, technical and operational capabilities in chemical, biological
radiological, nuclear and explosive emergency planning, response and management
through (i) strengthening effective detection, prevention and response of
chemical, biological radiological, nuclear and explosive terror and related
incidents attacks (ii) promotion of education and awareness on effective
detection, prevention and response of chemical, biological radiological,
nuclear and explosive terror and related incidents attacks among stakeholders
and general public and (iii) strengthening coordination mechanisms in effective
detection, prevention and response of chemical, biological radiological,
nuclear and explosive terror and related incidents attacks.
Specialist will develop resource mobilization strategy and positioning
strategies for Chemical Safety and Security (CHESASE) Project within the
current resource-constrained context.
Partnership and Resources mobilization strategy for CHESASE and formulation of
Strategies focusing on the following tasks:
Advise
PMU and Top Management management in the mobilization of core resources through
in-depth analysis of donor-specific funding trends, political and economic
developments, aid policies, practices and budget allocations in specific
development partners and factoring in the overall resource context;
Support
the development of corporate strategies tailored to specific development
partner; provide strategic advice and policy recommendations with a view to
positioning CHESASE Project and MoGLSD strongly;
Identify
targeted interventions to mobilize support for CHESASE and influence positively
donor countries’ national budgetary and other decision-making processes;
Build,
nurture and maintain effective internal and external working relations,
including with relevant Liaison Offices responsible for the Development Partner
within his/her portfolio;
Identify
and develop opportunities for non-core resource mobilization and advise CHESASE
Project Management Unit on appropriate strategies and approaches to seize them;
Contribute
to the development of corporate policies and procedures for non-core resource
mobilization;
Develop
specific donor fund-raising strategies and approaches;
Develop
and conducts of a Competitive Landscape Analysis of partners, their priorities
and characterization of their relationships/partnerships.
Support
the establishment of the National Chemicals Regulatory Authority in line with
Toxic Chemicals Prohibition and control Act.
Develop
appropriate tools and systems to enhance coordination, track commitments and
opportunities with partners (donor database, pipeline management system, etc.);
building and knowledge sharing as required by the organization, focusing on the
following results:
Identification
and formulation of lessons learned and make recommendations to Top management
meeting of the Ministry
Create a
national knowledge network focusing on building and managing strategic
partnerships to facilitate exchange of information on best practices, standard
business models and tools.
Propose
and implement activities, initiatives and programs to promote public awareness
of CHESASE contribution to the work of Development Partners and UN Agencies.
The
ideal candidate should hold a Bachelor’s Degree in Education majoring in
Chemistry or Biology or Physics. He/She must possess a Master’s Degree or equivalent
in Business Administration, Economics, Social Sciences, International Relations
or related field. Possession of Postgraduate Diploma in Project Planning and
Management is an added advantage.
Seven
years of relevant experience at the national or international level involving
resource mobilization and multi-stakeholder projects and partnership
development.
Should
possess extensive experience in research and policy-level analysis
Must
possess experience in design, monitoring and evaluation of development projects
