About US:
Following Cabinet
approval of Green Jobs and Fair Labour Market Programme and further directive
on the Pilot of Songhai Model on a Government Land in December 2016. The
Ministry of Gender, Labour and Social Development has kick-started the
implementation of the Programme. The programme is aimed at creation of green
and decent employment, enhancement labour productivity, and reduction of
poverty reduction. The programme targets both educated and uneducated women and
youth. Overall, the programme contributes to reduction of the high levels of
unemployment among educated and uneducated through: –
  • Promotion of workplace re-skilling and skilling for educated and
    un-educated;
  • Promotion of resource efficiency and social safeguards at
    workplaces;
  • Enhancement for the productivity of workers and enterprises
Job Summary:  The Partnership and Resource Mobilization
Officer will develop resource mobilization strategy and positioning strategies
for Green Jobs Programme within the current resource-constrained context. The
incumbent will play a critical role in strengthening and coordinating resource
mobilization initiatives. He/she will maintain relations with donors and other
development partners at appropriate levels, to keep the Ministry and Project
Management Unit fully informed of emerging partnership/funding opportunities.
Key Duties and Responsibilities: 
Definition of
Partnership and Resources mobilization strategy for Green Jobs
Programme and
formulation of Strategies focusing on the following tasks:
  • Advise PMU in the mobilization of core resources through in-depth
    analysis of donor- specific funding trends, political and economic
    developments, aid policies, practices and budget allocations in specific
    development partners and factoring in the overall resource context;
  • Support the development of corporate strategies tailored to specific
    development partner; provide strategic advice and policy recommendations
    with a view to positioning Green Jobs Programm and MoGLSD strongly.
  • Identify targeted interventions to mobilize support for Green Jobs
    Programm and influence positively donor budgetary funding options for the
    programme;
  • Build, nurture and maintain effective internal and external working
    relations, including with relevant Liaison Offices responsible for the
    Development Partner within his/her portfolio;
  • Identify and develop opportunities for non-core resource
    mobilization and advise Green Jobs Programm Management Unit on appropriate
    strategies and approaches to seize them;
  • Develop specific donor fund-raising strategies and approaches;
  • Develop and conducts of a Competitive Landscape Analysis of
    partners, their priorities and characterization of their
    relationships/partnerships.
  • Develop appropriate tools and systems to enhance coordination, track
    commitments and opportunities with partners (donor database, pipeline
    management system, etc.);
Facilitates
knowledge building and knowledge sharing as required by the organization,
focusing on the following results:
  • Identification and formulation of lessons learned and make
    recommendations to the Green Jobs Programme Management Unit
  • Create a national knowledge network focusing on building and
    managing strategic partnerships to facilitate exchange of information on
    best practices, standard business models and tools.

Qualifications, Skills and Experience: 
  • The ideal candidate should hold a Bachelor’s Degree in Humanities.
  • A minimum of three years of relevant experience at the national or
    international level involving resource mobilization and multi-stakeholder
    projects and partnership development.
  • He/She must have experience in Green Jobs Resource Mobilisation
    Programmes.
  • Possess extensive experience in research and policy-level analysis
  • Previous experience in design, monitoring and evaluation of
    development projects
