The USAID-funded
Uganda Voucher Plus Activity aims to achieve measurable improvements in safe
motherhood services by supporting health financing and innovative service
delivery models in the private sector.
Job Summary:  The Monitoring, Evaluation, & Learning
(MEL) Specialist will support the Voucher Plus Activity project in Uganda.
Under the direct supervision of the Chief of Party, the Monitoring, Evaluation,
& Learning (MEL) Specialist is responsible for monitoring Activity results
using high quality and timely data and conducting operational research and
evaluation (in collaboration with headquarter MEL staff). The MEL Specialist
will use monitoring data and research findings to inform evidence-based program
management and direction of the Activity.
Key Duties and Responsibilities: 
  • Administer the project’s Activity Monitoring, Evaluation and
    Learning Plan (AMELP) according to USAID standards, and implement on-going
    project monitoring and data collection activities related to the AMELP.
    Revise AMELP as needed throughout Activity
  • Implement collaboration, learning, and adapting (CLA) activities to
    inform Activity management
  • Support data collection, analysis, and reporting for ongoing monitoring,
    evaluation, and research according to AMELP
  • Assume primary responsibility for collecting, managing, and
    reporting on programmatic data. Work with partners to ensure high quality
    programmatic data is provided by them on a timely basis and that the AMELP
    database contains correct and current information
  • Manage other MEL Activity staff in Uganda
  • Prepare required USAID project reporting for annual work plans,
    quarterly and annual reports and other project documents as needed
  • Support learning plan to disseminate research, monitoring, and
    evaluation results internally and externally
  • Working closely with project technical specialists and program
    management staff (including COP and DCOP) to ensure appropriate and
    adequate monitoring, evaluation, and research efforts are in place to
    provide each team with data needed to inform their program design and
    implementation decisions
  • Building capacity of project staff to use monitoring, evaluation,
    and research data to assist in project implementation
  • External learning activities will include presenting M&E and
    research findings in written reports and at relevant local and
    international conferences and meetings
  • Support a fair procurement process for outside research
    firms/vendors/personnel and provide day-to-day management of research
    firms/vendors/personnel hired for MEL tasks
  • Support the compliance process of the Institutional Review Board at
    Abt Associates and in Uganda for research activities conducted with human
    subjects

Qualifications, Skills and Experience:
  • The ideal candidate for the USAID Project Monitoring, Evaluation,
    & Learning Specialist job placement should hold a Master’s degree in
    Public Health, Monitoring & Evaluation (M&E), Demography,
    Statistics, Economics, or a related field
  • At least six (6) years of experience in designing and implementing
    MEL activities for complex international donor-funded (USAID preferred)
    development programs. Experience in MEL for health systems strengthening
    and service delivery preferred
  • A minimum of five (5) years of experience in the monitoring and
    evaluation of safe motherhood/MNCH programs
  • Excellent organizational and planning skills with demonstrated
    attention to detail
  • Demonstrated expertise in quantitative and qualitative research
    methods
  • Proven experience in research study implementation. Experience in
    implementing rapid cycle learning or evaluations preferred
  • Ability to communicate program data and results to a variety of
    stakeholders, including program management staff, donors, and researchers.
    Experience in capacity building, training, and supportive supervision
  • Proficiency with statistical software packages used for data
    analysis, such as SPSS, Stata, and Epi Info
  • Proficiency with Microsoft Word, Excel, and Powerpoint
  • Experience with visualization software such as Tableau and/or
    database management software
  • Advanced written, presentation, and communication skills in English
