Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU)
initiated the Global Carbon Markets Programme as part of the Clean Development
Mechanism/Joint Implementation (CDM/JI) initiative. The goal is to promote the
utilisation of the flexible mechanisms under the Kyoto Protocol and support
actors in the transition to the new market mechanisms under the Paris
Agreement. In this regard, the project aims to promote carbon markets in Uganda
and the East African region. It supports to enable Uganda and East African
countries to play a stronger role in the use and further development of carbon
market opportunities. Furthermore, the project focuses its activities on the
transfer of successful approaches and experiences of the Kyoto Protocol into
the Paris Agreement. It supports to ensure the continuity of current CDM
projects, the design of Article 6 of the Paris Agreement by supporting the piloted
implementation of the article in detail countries and the linking of carbon
market activities with the national climate change policies and Nationally
Determined Contributions (NDCs).
Monitoring: The junior advisor
supports the project lead and the senior technical advisors with the following
tasks:
- Planning, coordination and documentation of workshops, trainings and
other project activities project progress reports, concepts and policy
briefs for the commissioning donor agencies and ministries - Project monitoring and evaluation, including updating necessary
information on activities in the web based monitoring system coordination
with national stakeholders (such as the Ministry of Energy and Mineral Development
and the Climate Change Department within the Ministry of Water and
Environment) as well as regional stakeholders, especially with the East
African Community (EAC) climate change unit - organising and supporting meetings (producing agendas and taking
minutes) - Communication and Knowledge Management
- Tasked with developing and disseminating public relations materials
that increase the visibility of the
project among relevant stakeholders - Preparing communication materials such as project fact sheets and power
point presentations - Assisting in drawing up reports and translations, preparing and
maintaining excel databases - Organising and updating project documentation, the filing systems
and the virtual project library
Research: Work in close consultation with the project lead,
preparation and conduction of technical guidance in the development and
implementation of climate change policies and strategies at both national and
regional level (East Africa)
- The applicant must hold a Bachelor’s or Master’s Degree in an
Environmental related course or professional qualification in climate
change, energy, environment or
natural resource management. - A minimum of three years of professional experience
- Experience in the implementation of carbon markets and climate
change mitigation projects - Good understanding of international bilateral and multilateral
climate frameworks such as Nationally Determined Contributions (NDCs),
Nationally Appropriate Mitigation Actions (NAMAs), Clean Development
Mechanism (CDM), carbon pricing and carbon market based mechanisms. - Good knowledge about international climate discussions and relevant
international frameworks such as the United Nation Framework for Climate
Change Convention (UNFCCC) and the Paris Agreement - Good understanding of the institutional framework in Uganda and the
East African region on climate
change topics and carbon markets - Excellent English language skills (spoken and written)
- Very strong communication skills both orally and in writing, good
presentation skills - Demonstrated strong report writing skills
- Very good project management and organizational skills
- Good working knowledge of ITC technologies (related software, phone,
fax, email, the internet) and computer applications (e.g. MS Office, Excel
or other database programme) - Willingness to upskill as required by the tasks to be performed –
corresponding measures are agreed with management
