Job Summary:  The IP SI Support Officer will be responsible
for supporting the Strategic Information Officer in multi-level data
collection, monitoring, analysis, and reporting. S/he will also support the
design, implementation, and improvement of data systems.
Key Duties and Responsibilities: 
Data Collection and
Reporting:
  • Support availability of primary data collection tools
  • Monitor/Support site level data completeness (primary tools) in a
    timely manner
  • Monitor/support site level monthly and quarterly report generation
    and submission into DHIS2 in a timely manner
  • Support collection of PEPFAR MER reporting requirements (e.g. finer
    age) at all relevant PEPFAR supported sites while ensuring synchronization
    with DHIS2 reported data
  • Ensuring timely submission of PEPFAR data requirements from project
    sites into the appropriate systems (e.g. HIBRID)
  • Support site level staff on understanding indicators in liaison with
    M&E agents and the PEPFAR SI collaborative
  • Monitor/support timely DHIS 2 reporting by all supported sites in
    collaboration with the appropriate districts
  • Review and provide feedback on site level reports entered in DHIS2
    ensuring that national validation rules are not violated
  • Crosscheck IM reports against site level reports to ensure updates,
    corrections are made across systems in a timely manner and that final
    reports are consistent across reporting systems.
  • Review IM level reports ensuring consistency between PEPFAR reports
    and original submitted IM data in a timely manner.

Strengthening:
  • Ensure IP systems are supportive of approved national systems
  • Support access to and use of national (e.g. DHIS2, OpenMRS) and
    PEPFAR/USG systems (e.g. DATIM/DATIM4U, HIBRID)
  • Undertake site and system administration roles for PEPFAR systems on
    behalf of DOD (e.g. DATIM4U system administration)
Data Management
Analysis:
IM Level Data
management and Analysis
  • Support IP data analysis to inform performance against targets, and
    track performance against key program pivots
  • Support IP data analysis to inform site level reporting
    completeness, data quality and performance against targets and pivots
DOD- DHAPP
Program Level Data Management and Analysis
  • Support DOD analytics to meet routine and special analytic needs,
    including datasets on key indicator trends
  • Support DOD analysis to inform complete, timely high-quality
    reporting
PEPFAR Level
Data Management and Analysis
  • Support interagency analytics to meet routine and special analytic
    needs in collaboration with the interagency PEPFAR SI team
Coordination:
Level
Coordination
  • Support development of schedules and work plans in support of site
    level and IM level data management requirements and associated timelines
  • Coordinate technical assistance to IM and site level staff in
    liaison with the PEPFAR SI team, M&E agents and GOU (MOH and MOGLSD)
DoD- DHAPP
Program Level Coordination
  • Participate in and inform internal DoD-DHAP processes
  • Meet data needs/requests as needed while collaborating with the SI
    collaborative and M&E agents
PEPFAR Level
Coordination
  • Participate in SI collaborative and interagency meetings and
    processes.
  • Coordinate with SI collaborative in support to PEPFAR analytic needs
  • Provide essential/required inputs of IM and DHAPP level basic and
    analytic datasets as required for PEPFAR aggregate data sets and
    analytics.
  • Contribute to the work of PEPFAR technical area SI leads

Qualifications, Skills and Experience: 
  • The IP SI Support Officer must hold a Bachelor’s/Master’s degree in
    Social Sciences, Statistics, Epidemiology, or Public Health.
  • At least three years of related experience.
  • HIV/AIDS Prevention, Care, treatment program design, implementation
    monitoring & evaluation
  • OVC program design, implementation, monitoring and evaluation
  • Data collection, management and reporting
  • Design and or management of electronic data systems
  • DHIS2 data management skills
  • Management of electronic information/data systems
  • Program data analysis and interpretation to inform health and
    development (including collaboration of multiple data sources)
  • Knowledge/understanding of global and national health program
    indicators and indicator reporting systems
  • Experience in the following areas is preferred:
  • Working with HIV and other health programs. Experience with PEPFAR
    or PEPFAR implementation projects is an added advantage.
  • Health data management
  • Project Management and reporting
  • Data management including data verification, data quality
    assessments, and data quality improvement
  • Use of national HMIS data collection and reporting tools
  • DHIS 2 data collection and management, including implementation of
    national validation rules
  • Fluency in oral and written English is required.
