Acholi Project (Regional Health Integration to Enhance Services in Northern
Uganda – Acholi), USAID will continue its support of the Government of Uganda’s
(GOU) efforts to improve access to and use of health services in the country’s
post-conflict northern region. RHITES-N Acholi Project activities will build on
USAID investments and national advances to increase access to and use of
high-quality integrated services that accelerate the ability and capacity to
respond to the specific health needs of residents in the Acholi sub-region,
leveraging the URC-ASSIST project successes.

in compliance with local laws and HR best practice. It also provides support to
the project on matters related to the HR policies and procedures.
leadership:
- Provide overall leadership to HR portfolio. Provide strategic
support to project leadership on HR matters. - Maintain highly professional relationship with staff, URC headquarters
and partners. - Ensure submission of timely reports and documents.
- Manage and support the professional development of the Human
Resources Officer (HRO)
staff:
- Coordinate recruitment process by liaising with managers and HQ IHR
to develop job descriptions, advertising vacancies, collecting CV’s
screening candidates. - Prepare employment contracts for all project hires.
- Verify completion of all hiring and onboarding paper work.
- Plan, coordinate and facilitate induction and on-site orientation
trainings for all new project staff. - Ensure compliance with local laws and URC HR regulations:
- Identify and follow up on HR issues that arise during staff and
management meetings. Ensure that the HR issues are dealt with in
accordance with URC Policies and procedures and in accordance with Ugandan
Regulations. - Ensure adherence to local labor laws and practices and support staff
enrollment in local benefit plans as appropriate. - Work in close collaboration with HQ, revise the existing policies to
suit the prevailing situations and current labor laws. - Provide advice & guidance to all staff on HR policies and
processes, as necessary. - Provide induction training on HR policies & procedures to all
new staff. - Manage staff exits as per URC policies and Procedures as well as
local labor laws. - Review all proposed staff and agreements for completeness and to
ensure compliance with tax requirements before the agreements are issued
to prospective consultants. - Performance appraisal:
- Manage timely performance appraisals.
- Analyze and glean HR needs from the appraisals done and present them
to COP for action. - Guide supervisors in keeping the performance appraisal process as an
ongoing process. - Ensure that all new staff have set objectives for the probation
period. - Conflict resolution and disciplinary action:
- Handle minor disciplinary matters at the project, in consultation
with HQ IHR and project leadership. - Provide support and advice for decisions on disciplinary actions in
consultation with HQ IHR and project leadership.
record keeping:
- Oversee, in collaboration with HRO, the establishment and
maintenance of personnel documents and electronic files in an organized
and orderly manner so that records can be referred to and deciphered
clearly in the event of an audit or need for historical information. - Ensure that all consultant files are completed according to URC
policies
- Manage the local HR team to ensure appropriate and immediate
handling of project staff enquiries and requests for assistance. - Ensure that HR best practices are adhered to at the project by all
project staff through counseling, guidance and coaching - Monthly payroll preparations and coordinate monthly timesheets.
- Manage the health insurance policy provided to staff and lead
regular reviews of the policy in coordination with upper management. - Supervise and manage performance of other HR staff to ensure
desirable results.
- Provide information as required by the compliance officer/Auditors
when needed in consultation with URC Home Office. - Perform other duties assigned by the supervisor.
- The applicant for the USAID Project Human Resources Manager job must
hold a Master’s Degree or equivalent in Human Resources Management, Social
Sciences, Business Administration or a related field. - A minimum of five years of HR experience with an International NGO or
multinational company in a similar capacity or higher - Excellent planning, organizing, communication and interpersonal
skills. - Demonstrated experience in record keeping and documentation skills
- Proficient in local employment law.
- Ability to work in a multicultural environment, paying attention to
detail and confidentiality and discretion is a must. - Excellent Computer Skills.
- A good understanding of USAID rules and regulations is desired
