approval of Green Jobs and Fair Labour Market Programme and further directive
on the Pilot of Songhai Model on a Government Land in December 2016. The
Ministry of Gender, Labour and Social Development has kick-started the
implementation of the Programme. The programme is aimed at creation of green
and decent employment, enhancement labour productivity, and reduction of
poverty reduction. The programme targets both educated and uneducated women and
youth. Overall, the programme contributes to reduction of the high levels of
unemployment among educated and uneducated through: –
- Promotion of workplace re-skilling and skilling for educated and
un-educated; - Promotion of resource efficiency and social safeguards at
workplaces; - Enhancement for the productivity of workers and enterprises
will lead the design and the development of environment and social management
plan on key projects under the programme.
- In accordance to national policies and procedures, assess the
potential environmental and social (E&S) risks and/or impacts of
assigned projects, and prepare a written summary of the projects and
potential environmental and social risks and impacts for public disclosure
on Green Jobs Programme website - Define steps required to ensure compliance with the Environmental,
Health and Safety (EHS) standards - Based on these assessments, work with potential developers to ensure
plans are developed and steps taken to ensure that projects will comply
with Environmental and Social standards. - Provide training on Environmental and Social standards to MGLSD
clients, internal staff and other Specialists. - Contribute to corporate knowledge base by analyzing and
disseminating lessons learned and best practice from specific development
projects. - Represent Green Jobs Programme Management Unit at technical
meetings, industry events and environmental and/or social fora. - Implement environmental/social related activities as outlined in the
Environmental Management Plan (EMP) of the project; – - Review the Programme investment proposals (sub-projects) and ensure
that environmental/social issues are properly addressed by development of
a project-specific environmental analysis that will include issues related
to environmental assessments, natural habitats, pest management, forests,
safety of dams, projects on international waterways, public consultations,
and occupational health and safety (where it is the case for those
mentioned before); - Monitor the fulfillment of the project-specific environmental/social
requirements and environmental safeguards policies with respect to all
project activities, in all direct and indirect contracts; - Ensure the project reporting on safeguards related issues;
- Provide overall environmental management oversight during the
sub-projects’ implementation and verifies the related measures carried out
by beneficiaries for implementing the environmental, social, and safety
safeguards, as requested; - Provide expert guidance to the beneficiaries in the preparation and
successful implementation of the project environmental assessment
instruments/documentation, including preparation of environmental
impact/risk assessments and environmental management plans;
- The applicant must hold a Master’s Degree in a relevant area
(environmental management, biology, geology, environment). - Five years of professional experience in assignments for environmental
and social assessments as well as environmental management in a wide range
of activities; - Demonstrated experience for supporting,
advising and /or collaborating with public institutions on environmental
and social safeguards / climate change / sustainable development - Practical experience in the field of
monitoring and evaluation; - Relevant experience in producing various
related reports; - Proficiency in the usage of computers
and office software packages (MS Word, Excel, Access, Outlook, Power Point
etc.); - Good capacity to communicate with people
from different backgrounds and positions, as well as with local and
national authorities; - Good command of spoken and written
English is a must
