Medicine Children’s Foundation -Uganda (Baylor-Uganda) is an indigenous
not-for-profit child health and development organisation affiliated to the
Baylor College of Medicine International Paediatric AIDS Initiative (BIPAI), a
Network of paediatric HIV/AIDS care and treatment Children’s Clinical Centres
of Excellence and international program offices in 11 countries across Africa,
Eastern Europe and North America.
implementation of M&E management systems and guidelines for measuring and
tracking project’s performance & impact and manage the utilization of data
and information to promote learning, research and policy development in line
with the M&E departmental mission
- The Data Manager will develop and monitor the implementation of
periodic MEL operational plans and manage the related & E budget in
line with the objectives of the ‘assigned projects/programs/core
functions’. - Develop and monitor the implementation of the Data Management
framework inclusive of the community data management plan of the assigned
projects/ programs/core functions’ plus their integration with the various
projects in the regional and at district/ health facility level in line
with agreed upon performance indicators and donor requirements. - Develop and monitor the implementation of approaches for conducting
periodic surveys to establish the current, progress and impact level of
the ‘assigned projects/programs/core functions’ in line with the agreed
upon performance indicators. - Develop and monitor the implementation of an integrated system with
Baylor-Uganda MEL systems for qualitative and quantitative data collection
and validation of data for ‘assigned projects/programs’ in the region
- The applicant must hold a Master in statistics with a Bachelor’s
degree in statistics. - At least four (4) years’ experience in design and implementation of
monitoring; Familiarity with the Uganda HMIS system, DHIS2, OPENMRS and
PEPFAR MIS (HIBRID); Familiarity with PEPFAR MER2.2; - Previous experience with qualitative and quantitative M&E data
collection and analysis methods, including tracking outcome indicators; - Good analytical skills & use of analysis packages e.g., MS,
Excel, SPSS, SAS, STATA; and GIS; - Competence in computer programming, routine management of
information systems, and maintenance of electronic databases. - Team and communication skills, networking and partnership skills.
