The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary: The
Assistant Physical Site Planner will coordinate closely with other colleagues
in the field, in particular those responsible for protection, health, energy
and environment, community services, and water and sanitation. In addition to
physical planning, the incumbent may also assist with the functions in the
areas of shelter, infrastructure, and construction management support. The
Assistant Physical Site Planner provides specialised support to emergency
operations in designing and developing sustainable settlements to host people
of concern to UNHCR. Within the context of UNHCR Global Strategy for Settlement
and Shelter (2014-18), a settlement should take into consideration the spatial
allocation of functions while addressing the needs of the population, the
availability of resources, the amelioration of living conditions, the provision
of services, enhancing transportation networks as well as recreational spaces.
The incumbent liaises and co-ordinates UNHCR construction-related activities
within the designated area of responsibility (AoR), in accordance with UNHCR
policies, minimum standards and priorities. The incumbent maintains regular
contact with the local officials and implementing partners to discuss and share
information on the assessment of infrastructure conditions in refugee-hosting
areas.
Key Duties and Responsibilities: 
  • Assist in provision of technical guidance and support to the Office
    in all matters concerning Physical Planning (of camps and settlements),
    Shelter and related Engineering Infrastructures programmes/activities to
    ensure quality, cost-effectiveness, sustainability and environmental
    soundness in their implementation, and taking into account policy
    priorities of UNHCR.
  • Assist in conducting technical feasibility studies (site
    assessments) for identification of adequate sites in close coordination
    with Local Authorities at Provincial, District and Divisional levels, as
    well as with the concerned line Ministries and implementing partners.
  • Coordinate and consolidate UNHCR construction-related activities, in
    accordance with UNHCR policies and priorities. Act a focal point on all
    matters related to construction activities amongst different sectors
    within UNHCR and between UNHCR and Partners.
  • Develop, in close coordination with implementing partners and other
    concerned parties, settlement plans and their implementation modalities,
    including construction/rehabilitation of communal infrastructures
    (latrines, water points, etc.), taking into account the overall needs of
    target groups, their cultural preferences and the concerns of the local
    communities.
  • Keenly monitor the implementation of construction projects
    administered by UNHCR under AoR.
  • Prepare consolidated reports on construction related activities of
    sites within the AoR.
  • Assist Programme colleagues in analysing budgetary implications of
    technical components, as well as ensuring the technical integrity of all
    sectoral interventions.
  • Develop and maintain liaison with specialized institutions, NGOs,
    bilateral and multilateral agencies, donors and other institutions to
    enhance technical activities in the related areas implemented in the
    locations under the AoR.
  • Perform other related duties, as required.

Qualifications, Skills and Experience:
  • The ideal candidate for the United
    Nations UNHCR Assistant Physical Site Planner job opportunity should hold
    an undergraduate degree (equivalent of a BA/BS) in Architecture, Urban
    Planning or one of the Civil Engineering disciplines with courses on
    Physical Planning, Construction Management, Infrastructure Development or
    any other related subjects
  • One year of relevant professional
    working experience. Graduate degree (equivalent of a Masters) or Doctorate
    degree (equivalent of a PhD) may also be accepted.
  • Good knowledge of AutoCAD 2D and other
    basic computer softwares, including engineering design tools.
  • Very good knowledge of local language
    and local institutions. Fluency in English.
  • Previous experience in all disciplines
    of civil engineering, rural settlement development, emergency management
    and environmental planning, and ability making the linkages to
    rehabilitation and development programmes will be an added advantage.
  • Previous professional experience in the areas
    of rural development, natural resources and environmental management.
  • Familiarity with and Field exposure to
    UNHCR programme planning and implementation and on humanitarian
    operations.
  • Completion of specific training relevant
    to functions of the position.
  • Proficiency in additional UN languages
    would be an asset.
