The Danish Refugee
Council (DRC) is a private, independent, humanitarian organization working on
all aspects of the refugee cause in more than 36 countries throughout the
world. The aim of DRC is to protect refugees and internally displaced persons
(IDPs) against persecution and to promote durable solutions to the problems of
forced migration, on the basis of humanitarian principles and human rights. DRC
works in accordance with the UN Conventions on Refugees and the Code of Conduct
for the ICRC and NGOs in Disaster Relief.
Job Summary:  The Water, Sanitation and Hygiene Officer will
technically be responsible for day to day implementation of WASH activities in
refugee settlements and host communities under DRC in Adjumani district.
Key Duties and Responsibilities: 
General Duties:
  • Mentor and supervise WASH Assistants
  • Ensure efficient and effective program implementation while
    following the budget and work plan.
  • Participate in preparing monthly/quarterly/annual highlights/
    reports and proposals and budgets for donors.
  • Work with the District Water Department and health departments in
    identifying, mobilizing and sensitizing target communities to ensure
    improvement in respect to WASH.
  • Participate in the midterm and annual surveys to understand WASH
    challenges in the field and contribute to development of sustainable
    systems to overcome the challenges.
  • Collaborate with relevant internal and external technical experts on
    WASH related issues.
  • Represent DRC in WASH meetings at settlements and other relevant
    technical coordination meetings with the donor and external partners.
  • Work closely with other DRC sectors and ensure integration of WASH
    activities with other sectors.
  • Coordinate with WASH counterparts in other DRC locations in the
    implementation of common funded projects.
  • Ensure good representation and reputation of WASH Sector at all
    levels.
  • Actively participate in internal coordination meetings
  • Actively participate in a regular sector meeting.
Project development
Work closely with
the WASH Team Leader, initiate development of project concepts and proposal
documents
  • Develop the project’s M&E tools for monitoring the technical
    aspects on WASH and ensure collection of accurate information.
  • Ensure proper management of WASH project grants through budget
    control using agreed budget tracker (s).
Project
implementation and reporting
  • Ensure effective implementation of the WASH Projects in line with
    the UN and the Uganda National Standards and Policies.
  • Monitor and Evaluate the progress of WASH Projects.
  • Provide technical support to WASH Assistants to ensure they execute
    their duties effectively.
  • Ensure quality control of implementation of WASH activities in
    accordance to Sphere, UNHCR and the Uganda National standards.
  • Prepare Weekly, monthly, quarterly and annual reports to relevant
    authorities.
  • Execute other duties as signed by the supervisor,
Logistics /Finance:
  • Initiate procurements and ensure their execution.
  • Support the WASH Team Leader to monitor financial commitments and
    expenditures against budgets and provide timely feedback on budget follow
    ups on a daily/weekly/ annual basis.
  • Coordinate with the logistic focal person to plan and proactively
    coordinate logistics and movements of WASH staff from and to different
    settlements within the Project Implementation Area.
  • Ensure the delivery of supplies to the right beneficiaries following
    our SOPs.
  • Contribute to grants management of all WASH projects through
    management of day to day project expenditures.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee Council Water, Sanitation
    and Hygiene Officer job placement should hold a Degree in Environmental
    Health/Water/Public Health/civil Engineering or related field from a
    recognized University or Institution.
  • Three years of relevant professional experience with graduate degree
    and in a similar position preferably with an international NGO in a
    refugee/ displacement context.
  • Ability to provide technical leadership in a multidisciplinary
    setting;
  • Proven ability to work creatively and independently both in the
    field and office;
  • Ability to work with culturally diverse groups of people;
  • Computer literacy is a must.
  • Ability to ride a motorcycle
  • Proficiency in English is required.
  • Knowledge of any of the local languages such as Madi, Dinka and
    Arabic is an added advantage
