Authority (CAA) is a corporate body responsible tor regulation of civil
aviation in Uganda. It manages Entebbe international Airport (EIA) and thirteen
(13) other upcountry aerodromes. CAA carries out its work in conformity with
international Civil Aviation Organization (ICAO) Standards and Recommended
Practices (SARPs).

Job Summary: The Senior Aerodrome inspector- Aerodrome
Design (Standards Unit) will conduct effective safety oversight activities in
construction and operation of aerodromes with the objective of enhancing sate
operation of aircraft in compliance with national and international standards.

Key Duties and Responsibilities:
Developing and
Reviewing Aerodrome Standards.
Reviewing Aerodrome Standards.
- Receive and implement ICAO state letters regarding aerodromes,
prepare responses and take action there on in a timely manner. - Develop and continuously review national standards and regulations
for aerodrome design, operation and maintenance and engineering
specifications. - Developing and reviewing Technical Guidance Material relating to
Aerodrome Visual aids, maintenance - Develop and issue orders, rules, advisory circulars and guidance
material relating to aerodrome standards and practices. - Provide guidance during design and construction of new aerodrommes,
heliports, facilities or equipment. - Provide guidance at the design and construction stages of Aerodrome
projects, particularly complex projects or where there is significant work
that may impact compliance with the regulations. - Review plans and designs for new aerodromes or further development
or modification of existing aerodromes submitted to the CAA for approval
to ensure that they meet ICAO SARPS and that state national regulations
are complied with. - Participate in inspections and safety audits at aerodromes
- Carry out inspection and audit of aerodrome visual aids and
electrical systems. - Checking for potentially hazardous conditions during major
installations or construction work such as excavations to ensure safety assessments
have been done and adequate safety measures such as marking and fighting of
temporary thresholds have been undertaken. - Participate in night inspections including the evaluation and
checking for compliance with standards related to runway, taxiway, and
apron lighting and signage, aerodrome beacons, wind direction indicators,
obstacle lighting and marking and lighting of construction areas. - Verification of the aerodrome data in the aerodrome manual
- Participate in review of aerodrome manuals submitted for
certification and licensing. - Verify details of the aerodrome visual aids
- On-site verification and audits of aerodrome operating procedures.
- Verity procedures for inspection and maintenance of aerodrome visual
aids. - Verity procedures for operator’s daily inspection of the aerodrome
- The planning and carrying out of aerodrome construction and
maintenance work including compliance with construction safety
requirements. - The monitoring of obstacle limitation surfaces and notification.
- Check for the protection of radar and navigational aids including
laser free zones. - Onsite checking and testing of aerodrome facilities and equipment.
- Checks on Aeronautical ground lighting systems including flight
checkl calibration records. - Carry out checks on Standby power supplies.
- Check Landing Direction indicators, Aerodrome Markings and Markers.
- Check Aerodrome Maintenance Equipment
- Check for presence of dangerous lights.
- Flying assessments and Aeronautical studies at aerodromes
- Organize flying assessments at aerodromes and conduct aeronautical
studies if and where permitted by standards and practices

- Evaluating the impact of proposed developments in the vicinity of
aerodromes to ensure that such proposed developments do not penetrate the
Obstacles Limitation Surfaces and advising potential developers
accordingly. - Educate and advise aerodrome operators inspectors on aerodrome
standards and recommended practices.
Qualifications, Skills and Experience:
- The applicant for the Civil Aviation Authority (CAA) Senior
Aerodrome inspector- Aerodrome Design (Standards Unit) job placement must
hold an honours Bachelor of Science degree in Civil Engineering. - Professional qualification in Airport Engineering is an added
advantage - Five years’ relevant work experience, 3 of which should be at a
Supervisory level position in aerodrome operations, airport
planning/design, construction, or maintenance. - Detailed knowledge and understanding of established principles,
practices and procedures relevant to aerodrome safety regulation function,
including ICAO Annex 14 standards and recommended practices and associated
guidance material relating to the regulation of aerodromes; - Experience in quality or safety management systems is an added
advantage. - Excellent written and oral communication, interpersonal and
presentation skills - Age: Between 35 to
50 years
