About SESIL Programme:
SESIL (Strengthening
Education Systems for Improved Learning), is a four-year education programme
designed to improve the quality and equity of measurable learning outcomes at
lower primary level in Uganda.  SESIL will do this by strengthening
the systems needed to manage and raise the performance of four key drivers of
learning outcomes: teachers, schools, districts, and assessment and
examinations.
Job Summary:  The Regional Coordinator will provide overall
direction, technical support, guidance and oversight for the implementation of
SESIL activities in the selected districts within the respective
regions/sub-regions. The Regional Coordinator will be the Team Leader of a
small technical team comprising two Education Specialists, one covering School
Performance and the second covering Teacher Performance, as well as a Data,
Evidence and Learning Adviser. The RC will also take the role of specialist adviser
for District Performance. The RC will be the reporting officer and oversee the
work of the District System Strengthening Coordinators (DSSC) deployed in each
district. The RC will develop effective relationships with a wide range of
stakeholders in the selected districts, including administrative and political
leaders, educators at all levels. The regional teams will in turn be guided and
supported by the SESIL national advisers based in Kampala You will ensure that
SESIL activities are effectively and efficiently delivered at the regional and
district levels through leadership of the regional teams and DSSC, as well as
technical advice and leadership of activities aimed at strengthening district
level management systems.
Key Duties and Responsibilities: 
 By the end of the programme you will have
supported districts raise standards of achievement in literacy and numeracy in
grades 1-3 through the following:
  • Strengthened educational management within the district
  • Improved school support and supervision services
  • Enhanced the quality of teaching and the learning experience
  • Improved school management and strengthened community involvement
  • Effectively plan, manage and monitor the delivery of activities that
    will secure the desired outputs of the programme in the key areas of
    teacher, school and district performance.
  • Maintaining effective work planning and monitoring routines
  • Identifying and resolving bottlenecks that impeded progress
  • Regular and effective reporting of progress
  • Determine, develop and deliver regional level events and activities
    for district level personnel.
  • Training and capacity needs analysis
  • Regional consultative, planning and review meetings
  • Specific training events and workshops
  • Establishing and guiding effective work planning routines and
    processes
  • Regular visits to monitor and support district level activities
  • Providing or sourcing professional development opportunities for
    DSSC, including establishing effective coaching and mentoring
    opportunities
  • Enable districts to develop a M4R approach to service delivery in
    education
  • Prioritising: focussing on a small number of core priorities that
    offer the greatest potential for achieving better learning outcomes for
    all children.
  • Using evidence: getting and using education performance data and
    information to monitor performance and drive improvement.
  • Problem-solving: ability to adopt a problem-solving approach that
    identifies and analyses bottle-necks in performance
  • Support district officials to strengthen performance in key areas of
    district education management and administration
  • District education planning, budget and resource allocation,
    including the distribution and allocation of teachers (deployment and
    transfers)
  • District education office management routines of progress checks on
    priorities and follow-up actions
  • District monitoring and supervision of primary schools, including
    school inspection
  • Establishing literacy and numeracy benchmarks through which to
    measure learning outcomes
  • Ensure that issues of gender and inclusion within all work in local
    governments

Qualifications, Skills and Experience: 
  • The applicant must possess a Master’s degree in Education,
    International Development, Gender, Inclusion or another related field
  • Professional work experience with at least one year of international
    experience
  • Experience working in Uganda
  • Demonstrated experience of delivering workshops and trainings
  • Excellent communication skills both written and verbal
  • Ability to form relationships with high figure individuals,
    especially government officials and donors
  • Ability to manage workplans, budgets, logistics and own workload
  • Experience of working with governments, especially in the field of
    education
  • Experience of working on a multi-donor programme
  • Experience of working on Gender and Inclusion programmes
