Action for Health
Uganda (A4HU) is a youth empowerment organization dedicated to mainstream young
peoples’ engagement in socio-economic development and promoting Sexual and
Reproductive Health and rights (SRHR). A4HU was registered in October 2017 as a
new entity to take over the operations of DSW (Deutsche Stiftung
Weltbevoelkerung) in Uganda. For the past 18 years DSW has supported the
implementation of a portfolio of projects to improve sexual and reproductive
health of young people in Uganda.
Job Summary:  The PCU Monitoring and Evaluation Coordinator
will oversee day-to-day M&E activities of the program and provide technical
support in the design and implementation of a monitoring and evaluation system
that facilitates accurate analysis of project performance and impact. The
person will further be required to work closely with an external M&E
institute or consultancy firm that will accompany M&E activities throughout
the program cycle, including external studies and learning formats.
Key Duties and Responsibilities: 
Program Planning
and Design:
  • Support the development of M&E plans within the consortium.
  • Lead on the design of data collection tools.
  • Ensure that lessons learned and good practice examples inform future
    programming.
  • In collaboration with the PCU, assess the program’s potential for
    upscaling and provide respective recommendations including with regards to
    the program’s logical framework.
Program quality,
Monitoring and Evaluation:
  • Support the local partners – who are responsible for the day-to-day
    M&E activities including the collection and aggregation of data – in
    ensuring that high quality M&E activities are carried out.
  • Work in close collaboration with the PCU and the consortium members,
    accompany program-wide M&E activities, including an external M&E
    study (including baseline, midline and endline study) and the development
    of a basic training curriculum.
  • Consolidate data collected by local partners for reporting purposes
    including ensuring that reports meet donor standards, that progress
    against indicators is measured and tracking long-term trends.
  • Assist consortium members with the interpretation of M&E
    findings vis- a-vis project goals, objectives, and activities.
  • Participate in working groups to promote exchange and learning.
Capacity Building:
  • Oversee organizational capacity assessments of all local partners
    and provide technical support where required
  • Organize and facilitate training workshops for consortium staff on
    general M&E skills as well as technical, sector-specific
    methodologies.
  • Orient consortia staff on how to use the program’s database
Information
Management:
  • Lead on the development of the program’s management information
    system to include monitoring forms, tracking and reporting mechanisms, and
    assure project integration into the Web-based Monitoring database called
    WEBMO for centralized online project monitoring.
  • Work in close collaboration with the PCU and the consortium members,
    identify information needs, sources, and roles and responsibilities in
    gathering missing data in line with the program’s M&E framework.
  • Establish mechanisms for capturing, analysis and preparing M&E
    reports in line with the program’s database and capacitate relevant staff
    to use WebMo for monitoring and reporting purposes.
Responsibility for
assigned adhoc duties:
  • Performs any other duties that may from time to time be assigned by
    the immediate supervisor.

Qualifications, Skills and Experience: 
  • The applicant must hold a master’s degree in Monitoring and Evaluation
    or related relevant discipline.
  • A bachelor’s degree in Development Studies, Statistics or related
    discipline.
  • Post graduate training in Monitoring & Evaluation is an
    advantage.
  • A minimum of five (5) years hands on experience in a similar job.
  • Experience with community based and youth-focused and
    gender-sensitive interventions
  • Experience in data collection tools and logical framework design
  • First experience in M&E database design and management.
  • High computer proficiency including deep knowledge of statistical
    and data management packages

  • High level of interpersonal skills.
  • High level of communication skills both written and oral.
