Education Systems for Improved Learning), is a four-year education programme
designed to improve the quality and equity of measurable learning outcomes at
lower primary level in Uganda. SESIL will do this by strengthening
the systems needed to manage and raise the performance of four key drivers of
learning outcomes: teachers, schools, districts, and assessment and
examinations.
take overall leadership of SESIL’s District Performance work stream the purpose
of which is to strengthen district education management systems in order to
achieve better learning outcomes for boys and girls, particularly at the lower
primary level.
Provide
technical leadership within the SESIL team on all work that pertains to
improving the performance of district education management and administration,
in particular to advise on and design initiatives that support the
strengthening of systems in:
Prioritising:
focusing on a small number of core priorities that offer the greatest potential
for achieving better learning outcomes for all children.
Using
evidence: getting and using education performance data and information to
monitor performance and drive improvement.
Problem-solving:
ability to adopt a problem-solving approach that identifies and analyses
bottle-necks in performance
The
above will involve providing overall technical leadership through initiative
design, delivery and monitoring to improve, inter alia, the following key areas
of district education management and administration:
District
education planning, budget and resource allocation, including the distribution
and allocation of teachers (deployment and transfers)
District
education office management routines of progress checks on priorities and
follow-up actions
District
monitoring and supervision of primary schools, including school inspection
Establishing
literacy and numeracy benchmarks through which to measure learning outcomes
Identify
as required areas/initiatives where short-term expertise is required and
specify, through the drafting of appropriate Terms of Reference, the work to be
undertaken.
Support,
manage and monitor such short-term inputs ensuring all deliverables are
achieved.
Technical
in relation to central programmes and agencies
At the
central/national level participate in and advise on all issues that pertain to
improved district performance, in particular relevant initiatives within the
Directorate of Education Standards (DES), the Ministry of Education and Sports
(MOES) and the Ministry of Local Government (MoLG).
Develop
effective working relationships with other relevant development partners (e.g.
bi- and multi-lateral programmes, NGOs) working in the area of district
performance.
Contribute
as a team member to SESIL’s overall planning, monitoring and reporting routines
under the direction of the Team Leader and/or Deputy Team Leader
To
liaise with other team members to ensure there is coherence and consistency
across the several work streams, in particular the M4R, school and teacher
performance advisers.
To embed
issues of gender and inclusion within all work.
In close
collaboration with other Performance Leads, oversee the work of the Regional
Coordinators and Regional Education Quality Specialist, as well as the work of
the District Coordinators, to ensure that they develop and implement effective
strategies that raise and district performance.
This
will include:
Leading
on the planning and sequencing of regional and district level work as it
pertains to district performance
Supporting
the Regional Coordinators and Regional Education Quality Specialist, and
through them the District Coordinators,
Establishing
and implementing regular review and reporting routines
The
ideal candidate must hold a relevant graduate (or postgraduate preferred)
qualification in (education preferred)
Varied
and recent experience of working in service delivery with, or in, local
government, preferably in a performance improvement capacity.
Strong
communication skills – ability to express ideas and information clearly and
simply, both verbally and in writing. A high level of written and spoken English
is essential.
Strong
analytical skills – ability to investigate and understand constraints and
bottle-necks
High
levels of creativity and innovation –
ability
to develop and test new approaches to old problems
Leadership
and team work – ability to support others through mentoring and coaching
Facilitation
skills – ability to design, prepare and deliver training and consultation
workshops
Sound
understanding of Uganda’s education system, decentralisation and local
government processes and practices.
Understanding
of the concepts and principles of Managing for Results (or similar, e.g.
Performance Management, Results Oriented Management, Deliverology), District
Improvement Planning.
