About USAID RHITES-N Project:
RHITES-N, Lango will
contribute to improving key population- based national health indicators; build
the capacity of the Ugandan government to carry out a sustainable and locally-
driven response to the HIV epidemic, while also improving TB, malaria,
nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders
to design and implement health system strengthening strategies to scale up
high-impact, evidence-based interventions at the national, sub-regional,
district, and community levels. Interventions will include VMMC, virtual
elimination of mother-to-child transmission of HIV, antiretroviral therapy, and
condom education and distribution. JSI will focus where the greatest impact can
be realized, with a priority on hard-to-reach and high-HIV-prevalence locations.
RHITES-N, Lango is a five-year contract. The JSI team includes Amref Health
Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.
Key Duties and Responsibilities: 
  • Assist in monitoring of timely and consistent data collection and
    reporting from all project partners and service providers;
  • Support project partners to develop, capture, consolidate and report
    on mutually-identified indicators and ensure high quality and timely
    reporting of monitoring data;
  • Supervise all data entry and maintain project data systems to ensure
    correct and timely reporting and tracking of project achievement toward
    targets in accordance with RHITES-N, Lango, USAID and PEPFAR requirements;
  • Provide technical support, training and supervision to partners, including
    MOH and GOU in the area of M&E/strategic information (SI);
  • Prepare suitable external and internal reports and communication
    materials for management and programme staff to facilitate project
    monitoring and activity planning;
  • Analyse monthly data and support training of M&E personnel in
    quality assurance methods;
  • Conduct supportive supervisory visits to sub grantees to observe,
    monitor and provide guidance and quality feedback on the use of project
    data for management decision-making;
  • Assist in project research activities, including contributing to
    research proposal writing, applying for IRB approval, training of research
    assistants, data collection and entry, assuring all ethics and review
    requirements are met;
  • Supervision of M&E support staff.

Qualifications, Skills and Experience:
  • The applicant for the M&E Manager USAID RHITES-N Project job
    placement should hold a Master’s degree in public health preferred or
    bachelor’s degree and additional training, certificate or qualification in
    monitoring and evaluation (M&E) or relevant field;
  • At least eight years’ experience in M&E/SI for international
    donor funded projects, preferably including experience with USAID-funded
    projects;
  • Knowledge and experience with HIV, AIDS, STI, M&E data
    management in Uganda including data entry and cleaning, data analysis and
    report writing;
  • PEPFAR reporting experience required;
  • Demonstrated ability to manage time and meet strict deadlines;
  • Coordinate and manage other M&E/SI staff and provide mentorship;
  • Knowledge of epidemiology and evaluation research methods
    (qualitative and quantitative), including data processing;
  • Computer proficiency including use of MS Excel, Word, PowerPoint,
    Access and a statistics package (e.g., Stata, SPSS, SAS, R);
  • Excellent interpersonal, teamwork, supervisory, and mentoring
    skills;
  • Excellent writing, oral and organizational skills;
  • Ability to undertake extensive local travel.
