The Refugee Law
Project (RLP) is an outreach project of the School of Law, Makerere University.
Our Mission is to empower asylum seekers, refugees, deportees, IDPs and host
communities to enjoy their human rights and lead dignified lives. Refugee Law
Project’s work is currently structured in five thematic areas: Access to
Justice; Conflict, Transitional Justice & Governance (CTJ&G), Gender
& Sexuality; Mental Health & Psychosocial Wellbeing; and Media for
Social Change.
Job Summary: The
Psychosocial Counsellor provides a range of psychosocial assessments,
diagnostic, therapeutic, and/or case management services for individuals,
groups, and/or families, as appropriate. As necessary, the Psychosocial
Counsellor also works on a referral arrangement with other professionals within
and/or outside RLP in the provision of psychosocial and legal interventions to
clients. The Psychosocial Counsellor also provides technical support to RLP in
relation to psychosocial work through an active contribution in defining
psychosocial priorities on research, partnership, alliance building and
advocacy.
Key Duties and Responsibilities: 
 Direct
client support
  • Offer social rehabilitation to victims of torture, sexual violence
    and those that present with common and severe mental disorders
  • Carry out psychological assessment of individual, families and
    communities
  • Offer psychological counseling to individuals, families, groups and
    communities of refugees with common and severe mental disorders
  • Keeping an updated database for the clients handled
  • Coordinate the different Refugee Support Groups including children
    clubs
  • Collect data about clients through interview, case history,
    psychosocial tests and/ or observational techniques, and evaluate data to
    identify causes of problems and to determine proper therapeutic approach
    or referral to other specialists.
  • Explain to clients the relevant internal procedures as well as
    client obligations in regard to nature and scope of specific
    interventions, accurate and complete disclosure of information necessary
    to determine the intervention.
  • Actively participate in the testimony taking exercise for the
    clients.
  • Conduct home visits to clients to monitor their recovery process.
Documentation and
Records management
  • Carry out general assessment of all clients on matters relating to
    complaints and other issues that may arise in regard to their stay in the
    community(s).
  • Understand and explain to clients the RLP mandate in regard to
    services available and make appropriate external referrals to identified
    partners on issues outside of the mandate
  • Provide counseling and psychosocial support to clients, including to
    those whose needs may not necessarily fall within the RLP mandate.
Research
  • Independently and/or as part of a team undertake psychosocial
    related research with the bid to publish findings on psychological and
    psychosocial related issues among refugees and forced migrants in general;
  • Participate in data collection processes and activities through
    interviews and focus group discussions or using approved data selection
    technique;
  • Identify and prepare research training materials, tools as necessary
    for the execution of specific research project.
Reporting
  • Prepare timely intervention reports, including maintaining and
    updating the data base of all managed clients.
  • Consult with other legal and treatment agencies and individuals in
    relation to client records, rights, and responsibilities.
Networking and
Advocacy
  • Consult with other therapists and related professional and
    paraprofessional staff, as appropriate, in the performance of therapeutic
    and/or casework; refer clients to appropriate service agencies as
    required.
  • Follows up to determine reliability and validity of treatment used;
    make recommendations regarding modification to services and service
    delivery
  • Participate in the review of psychosocial issues and program
    policies and procedures.
  • Participate in, lead, and/or coordinate training sessions and
    workshops to enhance psychosocial skills of staff and/or client groups
  • In liaison with the clinical psychologist, and as necessary, provide
    and/or arrange for therapeutic interventions as appropriate for clients in
    a crisis condition and for those with serious disturbance problems.
  • Provide counseling, therapy, and/or psychotherapy to clients and
    families as appropriate to the position; explain treatment plans,
    discharge plans, follow-up care programs, and provide therapeutic crisis
    intervention and emergency services to clients as possible.
Capacity Building
  • Build capacity of forced migrants and key stakeholders to respond to
    psychological and mental health issues
  • Actively engage in training of staff on mental Health issues

Qualifications, Skills and Experience:
  • The ideal candidate for the Refugee Law Project (RLP) Psychosocial
    Counsellor job opportunity must have experience in use of essential
    psychological therapies like CBT, NET, Family and Play Therapy
  • Experience in community work with social/ psychological
    rehabilitation among vulnerable groups
  • Experience engaging with key partners on mental health issues
  • Member of the Uganda Counselling Association or affiliation to any
    recognized counselling body
