Electrification Agency (REA) is the secretariat of the Rural Electrification
Board (REB) established by statutory instrument 2001 No. 75. REA is mandated to
implement Government’s rural electrification programs. The Government of Uganda
through REA is implementing a number of electricity connection projects with
financial support from development partners to meet national electricity access
targets.
Electrification Agency (REA) is implementing the Electricity Connections Policy
(ECP) whose goal is to increase electricity access from the current 20% to 60%
by 2027. The ECP was designed to address the major challenges that have kept
electricity connections low and hence enable acceleration of connectivity
throughout Uganda. The ECP targets to achieve a minimum of 300,000 connections
per year in order to achieve this goal
financial management support for the ECP Programme. He/She will as well ensure
efficient and effective financial planning and forecasting to meet the ECP
goals.
Financial Specialist will be required to carry out the following:
- Prepare financial management guidelines to facilitate implementation
of the ECP. - Prepare annual budgets that are tailored to achieving the annual
connection targets and submit these to management for review. - Monitor the financial commitments and have these reconciled to
available funding. Ensure there is no over commitment. - Prepare monthly cash flow forecast/projections.
- Process payments under the ECP and ensure these are appropriately
approved as per funder and GoU requirements. - Ensure timely settlement of all payments to service providers
- Work closely with funders to ensure timely disbursement of funds for
efficient and effectively implementation of connection activities. - Gather and analyse financial data tor reporting purposes
- Prepare periodic financial reports for respective funders in line
with the funding agreements. - Participate in conducting accurate and timely closing activities
including preparation and recording of entries, financial statements and
maintenance of supporting records and files - Participate in the preparation of financial reports for REA in
liaison with the Finance Manager. - Undertake monthly bank reconciliations and have these appropriately
approved - Apply Generally Accepted Accounting Principles (GAAP) to create financial
statements, including income statements, balance sheets, cash flow
statements, and other supporting footnotes and schedules. - Provide support and assistance to external auditors.
- Prepare other financial reports as will be required.
- Undertake any other activities as requested by the PCO and Finance
Manager.
- Financial management guidelines to facilitate the implementation of
the connections policy. - Annual budgets to implement the ECP.
- Monthly cash flow forecasts to facilitate drawn downs and payments
to service providers and other related activities of the project. - Monthly progress reports indicating the activities implemented,
challenges faced and proposed solutions. - Periodic (monthly, quarterly and annual) financial reports of the
project. - Monthly financial statements for respective funder indicating funds
received, funds disbursed and remaining balance as per funding agreement. - Monthly bank reconciliation of respective bank accountants and
funders.
- The ideal candidate must hold a Bachelor’s degree in Accounting,
Business Administration/ Commerce/Finance or any other related field. - Professional Accounting qualification and membership such as ACCA,
CPA, CFA and CA. - A Post Graduate qualification in Business Administration, Accounting/Finance is an added advantage.
- Five years’ experience in financial management, financial analysis
and accounting, 3 years of which should have been spent in an accounting
and financial management role at a project. - Understanding of donor and Government of Uganda operations.
- A high level of interpersonal and management skills and ability to
work with teams in the organisation at all levels. - Must be able to work under pressure and tight deadlines.
- Computer knowledge and skills in MS Word, MS excel and
internet/email is a mandatory requirement. - Proven integrity and confidentiality in handling public resources.
- Excellent written and verbal communication skills. Fluency in
English. - High level of interpersonal and management skills and ability to
work with teams within and outside the organisation at all levels. - Must be able to work under pressure and deliver amidst tight
deadlines. - Computer knowledge and skills in MS Word, MS excel and
internet/email is a mandatory requirement. - Proven integrity and confidentiality in handling public resources.
- Excellent written and verbal communication skills. Fluency in
English.
