The Refugee Law
Project (RLP) is an outreach project of the School of Law, Makerere University.
Our Mission is to empower asylum seekers, refugees, deportees, IDPs and host
communities to enjoy their human rights and lead dignified lives. Refugee Law
Project’s work is currently structured in five thematic areas: Access to
Justice; Conflict, Transitional Justice & Governance (CTJ&G), Gender
& Sexuality; Mental Health & Psychosocial Wellbeing; and Media for
Social Change.
Job Summary:   The Communications Officer will support and
maintain RLP’s internal and external communications with the relevant
stakeholders through active engagement guided by RLP’s communications strategy.
The role will among others ensure RLP’s work is timely, clearly and effectively
communicated through the various communication platforms.
Key Duties and Responsibilities: 
Media, Publicity
& Communication
  • To lead in developing creative ways to document and communicate
    RLP’s work e.g. through photos/video/art/case stories
  • To liaise with mainstream media to profile RLP’s work, cover
    events/activities, host staff on shows or publish articles written by
    staff
  • Ensure that RLP’s publications and videos are of high quality and
    are disseminated appropriately
  • To lead in the production of a range of publications including
    annual report, newsletters.
  • To provide editorial support during the development of materials
    such as reports, briefing notes, IEC materials to ensure that appropriate
    language is used at all times in those materials
  • To develop and manage the distribution of RLP promotional materials
    like fliers, brochures, posters.
  • To manage RLP’s digital presence through the website and social
    media platforms (Facebook, Twitter, LinkedIn, listservs, Youtube etc)
    ensuring that updates related to RLP’s work are constantly shared with the
    online audience
Communication
Strategies
  • To undertake an assessment and update RLP’s Communication and
    Advocacy Strategy in consultation with the Management Team and all members
    of staff.
  • To oversee the implementation of RLP’s Communication and Advocacy
    Strategy
Events Management
  • Plan, manage and coordinate RLP events in a manner that is in line
    with the organisation’s values.
  • Liaise with key event partners and significant stakeholders to build
    positive working relationships
  • Identify and manage events personnel including RLP staff, volunteers
    and contractors required for each event.
  • Ensure all RLP events run effectively and within the allocated
    budget.
  • Identify and manage suppliers of promotional materials, catering,
    and other events management logistics.
  • Develop and update RLP annual events calendar.
Relationship
Development
  • Liaise with various media houses to promote upcoming events.
  • Coordinate the development and maintenance of relevant
    communications related databases, including media contacts.
  • Contribute to key advocacy, promotional, communication, and media
    activities.
  • Strengthen links with relevant stakeholders including Government
    departments, donors, partner organisations, clients.
Reporting &
Resources
  • Prepare accurate and timely communications reports as directed by
    the Director, Management Team and other relevant stakeholders.
  • Provide written and verbal presentations on communications as
    required.
  • Undertake an evaluation of each event, maintaining accurate data,
    including reviewing and reporting against the objectives of the various
    events.
  • Maintain current analytics/statistics and fact sheets on the RLP’s
    social media platforms and website periodically presented to the
    Management Team and used in presentations when required.
  • Participate in resource mobilization through proposal writing
Capacity building: To build capacity of RLP staff and clients in
relation to communication for advocacy

Qualifications, Skills and Experience:
  • The ideal candidate for the Refugee Law Project (RLP) Communications
    Officer job opportunity must hold a Master’s degree in Communication,
    Journalism, Public Relations; or equivalent professional work experience
    in the communication area combined with university degree in a related
    field
  • At least three years of experience as media or communication
    officer. Experience of working with donor funded projects will have an
    added advantage.
  • Excellent spoken and written English: general ability to express
    clearly and concisely ideas and concepts in written and oral form;
    specific skills in writing press releases, op-eds and articles/stories for
    traditional and electronic media
  • Knowledge of current theories and practices in communication
    research, planning and strategy, and the role of mass media
  • Knowledge of how to present information to different audiences
    including children, general public, media to high level decision-makers
  • Analytical and conceptual skills to think and plan strategically.
    Skills and experience in communication programmes, monitoring, review and
    evaluation.
  • Highly developed interpersonal skills, including the ability to
    effectively negotiate and liaise with a wide cross section of people,
    including internal staff, partners, service providers and the wider
    community.
  • Ability to effectively manage relationships with media houses,
    government officials and community groups
  • Demonstrated skills in using social media platforms and website
    maintenance using Content Management Systems (CMS)
  • Knowledge of computer systems and applications, specifically
    interactive digital media and in particular, advanced MS Office Suite,
    Adobe Suite,
  • Demonstrated skills in programme communication, development of
    Information, Education and Communication material, documentation and
    publication (including web-based documentation)
  • Proven multi-tasking skills, including ability to work effectively
    under pressure, handle heavy volumes and meet demanding deadlines with
    strong attention to detail necessary
Desirable
Competencies
  • Experience with photography and videography
  • Good interpersonal skills: the ability to communicate clearly and
    effectively at all levels, taking into account cultural and language
    difficulties.
  • Public speaking skills
  • Facilitation/training skills
