Job Summary:    The Cluster Monitoring and Evaluation
Officer will support the M&E Manager and Data Manager to establish and
maintain functional Monitoring and Evaluation and Data Management Systems for
the Programmes using Geospatial, DHIS2, OVC MIS, QIHMIS, DATIM, DATIM4U, HMIS,
OVC MIS and eMSIS electronic platforms.  
Key Duties and Responsibilities: 
Develop results
based management and performance frameworks for the programme
  • Actively participate in defining strategic information needs in
    alignment to stakeholder information needs
  • Contribute to the development of a performance monitoring and
    management plan for the programmes
  • Integrate the performance monitoring and management plan into
    departmental specific work plans with clearly defined key performance
    indicators
  • Conduct regular review and update performance frameworks based on
    stakeholder information needs communicated through the activity and
    programme level reports
  • Engage implementing teams in conducting periodic programme
    performance reviews and implementation of recommended improvements
  • Conduct and support technical teams in implementing programme
    activity monitoring and utilising feedback to improve programming
Undertake effective
planning, budgeting and expenditure for the programme activities
  • Support technical teams in developing periodic work plans for
    programme activities including work plans for implementation of
    sub-contracts & M&E activities
  • Engage Project Managers, Technical Leads & sub-contracted
    partners in the review of project plans and budgets and follow-up to
    ensure recommended improvements are implemented
  • Provide technical support to Managers and Technical Leads in the
    development and monitoring of departmental budgets including M&E
    activities implemented in the supported districts
  • Implement and monitor the M&E activity specific budget
    expenditure to ensure acceptable budget burn rate
Develop data
collection & reporting plan for all interventions
  • Conduct the review, pre-test & adoption of data collection &
    reporting tools based on the information needs in liaison with technical
    teams
  • Engage implementing teams at supported sites in developing data
    collection and reporting tools for use by project staff, sub-contractors
    in alignment with data architecture
  • Conduct periodic training & mentorship of project &
    departmental personnel in use of data collection & reporting tools in
    alignment to the plan for data collection tools review and update of database
    screens in liaison with the Capacity Building Team
  • Conduct periodic review & update data collection & reporting
    tools in response to  Information
    architecture and the plan for tools review and update of database screens
  • Conduct periodic data quality assessments/audits with data
    management teams, districts personnel to ensure availability of high
    quality data for decision making and planning
Provide technical
support in developing strategic information sharing framework & generating
reports
  • Roll out the strategic information sharing & reporting plan that
    will guide information sharing & an acceptable quality of reports.
  • Compile high quality and timely progress reports for internal &
    external stakeholders; donors, MoH & AIDS Control Programme among
    others
  • Disseminate progress reports to internal & external
    stakeholders; donors, MoH & MoGL&SD among others
  • Compile and appropriately integrate stakeholder feedback into
    Programme implementation for continuous improvement across programme
    thematic areas
Document programme
outcomes so as to promote efficiency, cost effectiveness and relevance of the
interventions
  • Contribute to the development of study designs/guidelines for
    conducting project evaluations and periodically sensitize selected
    technical teams on the use of the guidelines
  • Train & orient evaluation assistants/staff in data collection
    techniques, ethics & tools, including quality assurance of the
    evaluation process
  • Contribute to regular programme trends analysis and routinely
    participate in selected internal evaluation alongside the Research Manager
  • Support the planning and conduct of external programme evaluations
    as assigned from time to time
  • Participate in the compilation and dissemination of evaluation
    reports to stakeholders for ownership & action as necessary
  • Engage implementing teams and Program Impact team to routinely
    document success stories so as to build a culture for documentation,
    research, learning & continuous quality improvement of the Programmes
Support development
of sustainable programmes
  • Provide M&E technical support during design and review of
    new/ongoing programmes
  • Support pre-award assessments for prospective grants as a task
    specific assignment
  • Cascade the project specific M&E plan to department/service
    level and support managers in defining key performance indicators in
    alignment to the project specific M&E system
  • Conduct monitoring and evaluation of the project design,
    implementation and expected project results to assess for relevance, cost
    effectiveness and sustainability
  • Equip managers and technical teams with basic M&E skills to
    enable effective output level activity monitoring
  • Provide feedback to project implementers and other stakeholders on
    project progress to enable meaningful involvement and ownership
Coordinate the Data
Management Team in a manner that empowers them to deliver excellent service and
implement with high standards
  • Communicate to the regional Data Management Team a clear and
    exciting vision for the work and the role of the regional Data Management
    Team
  • Ensure that each member of the team fully understands the outcomes
    that are expected of them and that they are aware of best practices in
    Data Management; ensuring that they behave in a way which will maintain
    good relationships with donors, partners and other staff
  • In liaison with M&E Manager and Data Manager ensure that work is
    planned and organised in a way which will meet the needs of the
    organisations in the most cost effective manner possible
  • Support team members to enable them to give their best e.g. by
    encouraging, providing resources, tools and equipment
Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s Degree qualification in
    Quantitative Economics, Statistics, Population Studies, or other related
    field like Social Sciences, Development studies with postgraduate
    qualification in M&E. Successful candidate must have.
  • A minimum of three years’ experience in Monitoring & Evaluation
    and preferably in the health sector.
  • Proficiency in project implementation reporting
  • Experience in Health Management Information Systems (HMIS) and OVC
    MIS
  • Experience: M&E, Data management and Research
  • Knowledge: M&E, Research, Data Management & Quality
    Assurance
  • Advanced computer skills in STATA, SPSS, MS Excel and MS Access
