About US:
United Nations
Capital Development Fund (UNCDF) is the UN’s capital investment agency for the
world’s least developed countries. It creates new opportunities for poor people
and their communities by increasing access to microfinance and investment
capital.  UNCDF focuses on Africa and the poorest countries of Asia and
the Pacific, with a special commitment to countries emerging from conflict or
crisis.  It provides seed capital – grants and loans – and technical
support to help microfinance institutions reach more poor households and small
businesses, and local governments finance the capital investments – water
systems, feeder roads, schools, irrigation schemes – that will improve poor
peoples’ lives.
About IELD Programme:
The global
programme, Inclusive and Equitable Local Development (IELD) is jointly
implemented by United Nations Capital Development Fund (UNCDF), UN Women and
United Nations Development Programme (UNDP). The programme addresses structural
impediments that prevent women from entering the labour market through local
public and private investments, with a particular emphasis on unlocking
domestic capital for women’s economic empowerment and entrepreneurship. The 5
year programme was piloted in three Least Developed Countries (LDCs) in 2017,
which include Bangladesh, Tanzania and Uganda. The programme is planned to be
expanded to additional countries in 2018.  
IELD uses a unique
three-agency partnership by utilizing each agency’s niche and comparative
advantage in programming on gender equality and women’s empowerment. The
programme supports governments and the private sector at the local level to
design, plan, implement and sustain local public and private investments, with
a special focus on promoting women’s equal and full participation in the local
economy. Its multidimensional approach contributes to the achievement of at
least 6 SDGs, specifically SDG 1 (no poverty), SDG 5 (gender equality), SDG 8
(decent work and economic growth), SDG 9 (industry, innovation and
infrastructure), SDG 10 (reduced inequalities) and SDG 17 (partnerships for the
goals).
Job Summary:  The Programme Coordinator is responsible for
providing technical support to UNCDF, UNDP and UN Women in the formulation and
implementation of the country framework. 
Specifically, the consultant is responsible for assisting in project
design, finalizing programme framework and tools for project monitoring.
Key Duties and Responsibilities: 
Coordinate tasks to
develop new country project document
  • Liaise with UNDP, UN Women, relevant government partners, donors to
    discuss and finalize strategic priorities for IELD Uganda programme
  • Organize regular coordination meetings with partner agencies and
    provide technical input
  • Develop and finalize the country framework document after
    incorporating feedback from implementing partners.
  • Provide support in identifying and developing a pipeline of
    investment projects
  • Prepare project briefs to support the process of identification of
    gender sensitive and commercially viable investment projects
  • Prepare background documents to support UNCDF technical advisor for
    providing targeted technical investment support services to project
    sponsors, with special emphasis to the needs of women entrepreneurs and
    gender sensitive enterprises.
  • Support the establishment of co-financing relationships with debt
    providers and equity investors, nurture relationships and manage
    activities needed to secure co-financing of investments with careful
    emphasis on unlocking finance to women led enterprises or gender sensitive
    businesses;
  • Prepare and facilitate technical missions for investment projects
    validation and pipeline development including preparing reports on such
    missions
Coordinate
programme implementation tasks with UNDP, UN Women and other development
partners
  • Coordinate tasks and assist three agencies to ensure quality control
    during the programme implementation process.
  • Support country team in developing high quality reporting and
    monitoring systems
  • Support country team in putting together knowledge products, lessons
    learned and best practices from the field
Coordinate
strategic partnerships and resource mobilization efforts
  • Provide research and analytical support to the UNCDF technical
    advisor in building partnerships with the UN Agencies, IFI’s, government
    institutions, bi-lateral and multi-lateral donors, private sector, civil
    society in the specific thematic area
  • Prepare a mapping document based on analysis of possible areas of
    cooperation with key donors and identification of mutual areas of
    interests.
  • Preparing a portfolio of partners including research institutions,
    UN agencies and other relevant organizations to undertake research on
    women’s economic empowerment and local development financing.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations Capital Development Fund
    (UNCDF) Programme Coordinator job placement should a Master’s Degree or
    equivalent in Economics, International Relations, Gender and Women
    Studies, Social Sciences or related field with a focus on gender equality
    and women’s economic empowerment.
  • Five years of relevant experience at the national or international
    level in programme development and policy-related work
  • Experience working on gender equality and women’s economic
    empowerment and poverty reduction, (5 years)
  • Experience working on economic development and financing as well as
    hands-on experience in designing and monitoring development projects. (3
    years)
  • Experience in drafting donor proposals, communication materials a
    must. (3 years)
  • Language: Fluency
    and excellent analytical writing skills in English. Second official UN
    language an asset.
