Key Duties and Responsibilities: 
  • Provide support in the formulation of the goals and objectives of
    the Security Unit and coordinate the implementation of its activities in
    accordance with established procedures, priorities and time limitations.
  • Directly guide, train and supervise the work of all Security
    Assistants under his/her direct supervision in their tasks defined.
  • Assists in the compilation, implementation and monitoring of
    mission’s specific safety and security plans and procedures, by remaining
    conversant with various procedures and policies of UNDSS, the IOM Security
    Management System and advising the Chief of Mission on safety and security
    issues in the assigned fields of responsibility.
  • Maintains liaison and communications with UNDSS and other local
    security stakeholders at the appropriate level.
  • Guides and trains staff in obtaining security clearances.
  • Coordinate various unit safety/security communications, internally
    and as required externally, maintain and update various unit documents and
    files in systematic, confidential and professional manner.
  • Responsible for maintaining accurate staff lists, contact details
    and regularly updated through coordination with other units.
  • Plans and conducts fire drills and other emergency/evacuation
    planning exercises.
  • Monitors the local security situation and reports significant
    events/incidents in a timely manner to the Chief of Mission, using
    prescribed reporting forms and modalities.
  • Advises and supports in maintaining radio communication capabilities
    to UNDSS, IOM Uganda. Coordinates radio procedure training for all staff
    in Kampala and the IOM Sub Offices as required.
  • Manages assigned security investigations in coordination with the
    Chief of Mission and reports security breaches/incidents within the unit’s
    mandate to the Chief of Mission, while ensuring strict confidentiality.
  • Coordinates and conducts physical security survey of offices,
    vehicles and staff residences to ensure compliance with Minimum Operating
    Security Standards (MOSS) and Minimum Operating Residential Security
    Standards (MORSS).
  • Provides technical advice to staff on required security equipment,
    systems, installation and expected costs, related to MOSS and MORSS
    compliance requirements.
  • Follows-up staff member’s compliance with existing safety and
    security protocols, including all mandatory security trainings and briefings.
  • Organize, coordinate and conduct security briefings and other
    security training as may be required.
  • Responds to security queries and suggests appropriate course of
    action to the Chief of Mission.
  • Monitors the guards (contracted and directly hired) of all IOM
    facilities in the performance of services, including fire control, first
    aid procedures, use of equipment and operation of the automated alarm and
    video surveillance systems if installed.
  • Participate in the Security cells meetings and other Security
    inter-agency meetings
  • Performs other duties as may be assigned from time to time

Qualifications, Skills and Experience:
  • The ideal candidate for the International Organization for Migration
    IOM National Security Officer job opportunity should hold a Bachelor’s
    degree  with two years of relevant
    experience from an accredited academic institution in the field Security
    Management/ Social Sciences, International Studies, Communications or
    extensive military experience, law enforcement, Disaster (Risk) Management,
    International Relations, Social Science or Business Administration or a
    related field experience in security management, law enforcement
    experience in security management, law enforcement,
  • Previous experience in UN Missions or Emergency Missions;
  • Experience in planning and execution of security agencies or
    organizations highly desirable;
  • Previous experience in dealing with law enforcement agencies an
    advantage;
  • Proven ability to collaborate with senior military/police  and government counterparts
