Job Summary: The Senior Technical Advisor will provide
technical and program oversight and direction in the area of malaria in
pregnancy (MIP) Reproductive
health and other new health areas the
Uganda Country office will be required to expand their programming. The
technical advisor will serve as the main internal resource to all MAPD Jhpiego
staff, and the Country Director on all technical aspects especially for new
business development. This position will ensure the technical and
methodological soundness of activities and, in collaboration with the project
team and partners, support the design of service delivery strategies, based on
sound and current scientific evidence. The position holder will be based in
Kampala

Key Duties and Responsibilities:
Technical Support:
- Provide senior‐level malaria technical expertise to
USAID/PMI, MAPD partnership and MOH at national and district level - Contribute to the development of strategic plans, work plans,
proposals and other strategic document as required. - Ensure departmental work-plans are in line with program scope and
proposal and that they are up-dated and effected. - Provide technical oversight, strategic direction and ensure
appropriate support for the implementation of program activities - Represent MAPD in technical and or malaria coordination/partnership
meetings and ensure MAPD presence in all relevant forums at central and
district level - Ensure that MAPDs work is disseminated through National Scientific
conferences regional and International conferences.
Management:
- Provide effective management to the technical team under him/her to
set priorities and ensure effective programming including quality,
timeliness and impact. - Provide leadership, strategic direction and appropriate support to
technical team, Regional Coordinators and other MAPD staff to ensure
timeliness and quality of program implementation. - Lead on human resource management of department – JDs, appraisals,
disciplinary measures, leave monitoring etc. - Work closely with the Technical Team on setting program priorities
and directions, and responding to requests for support from local
counterparts. - Work with M&E staff to design, implement a plan to track
data/results of core program areas of implementation. - Identify and drive opportunities for collaboration, learning and
adaptation. - Support the DCoP to ensure timely implementation of all program
inputs for all MAPD districts, including planning, assessments, site
strengthening, follow-up and supervision, advocacy, demand creation,
policy support, capacity-building and M&E across program sites,
according to expected deliverable and donor specifications. - Oversee data collection, analysis and development of conclusions and
recommendations to further strengthen program implementation - Coordinate and monitor the efficiency and effectiveness of the work
of short-term consultants on technical implementation as statement of work
Reporting:
- Ensure timely and accurate reports are provided by technical team
members and regions, the STA will consolidate these, analyse, and share
with DCoP on time. - Work alongside M+E team to ensure appropriate data is collected to
evaluate activities and drive targeted action to improve indicators. - Document lessons identified and ensure ongoing learning is
assimilated, working closely with Senior M&E Advisor. - Ensure integration of cross‐cutting components of gender, youth and
private sector - Support MOH in reviewing, drafting and disseminating malaria control
policies, strategies and guidelines - Effectively coordinate with stakeholders including MOH, NMCP, MCH,
RHD, EMTCT, USAID‐supported projects, UNICEF and RBM
partnership etc.
Qualifications, Skills and Experience:
- The ideal candidate for the Jhpiego Senior Technical Advisor job
placement must hold a medical degree (doctor or nursing) or Master’s in
Public Health - Seven years of experience applying malaria programs in Uganda or
similar context. - Five years’ experience in managing $10M per year in donor-funded
projects and in the design and implementation of large health projects;
preferably in East Africa; - Three years’ experience of managing direct and remote technical
staff. - Proven track record managing a project team composed of several
technical experts and fostering team work - Skill in at least two or more of the following technical areas:
strengthening service delivery programs, training, pre-service education,
performance and quality improvement, monitoring and evaluation - The ability to liaise with senior MOH officials, donors especially
USAID, executives of NGOs, FBOs, CBOs, the for-profit business community,
and senior members of the donor community; - Demonstrated in-depth understanding of Ugandan healthcare system,
particularly the public health system, experience living and working in
Uganda preferred - Strong skills in word processing and Excel spread sheets
- Familiarity with USAID, or other USG administrative, management and
reporting procedures and systems - Ability to coach, mentor and develop technical capacity in national
programs and technical staff in the areas - Excellent written, presentation, communication and organizational
skills in English - Ability to travel up to 40% time
